<br />., <br />PLANNING COMMISSION DECEMBER 27, 1988 PAGE 3 <br />Mr. Mahler advised, that based on previous studies, they estimate this <br />center would generate approximately 30 to 40 cars an hour; s•ince their-: <br />building is 360 feet long, the 106 parking spaces in the front are needed <br />for customer convenience; they could possibly eliminate some of the spaces <br />in the back. Commission does not believe that all the front spaces are <br />needed; that there would be a problem for the police when checking the <br />rear of the building; and that there could be a problem'of a conflict <br />with this drive and the proposed drive across LorainRoad. Mr. Conway <br />requested that all dimensions be put on the revised plans. Councilman <br />McKay wanted all drives on residential streets eliminated, esrecially <br />since Coe has become a short cut to the freeway; and stated that the city <br />should not repeat its mistakes and the fact that other center have drives <br />on residential streets should not be a factor. He also suggested that <br />some fencing and/or mounding should be installed adjacent to residential <br />property. Neighbors: Mr. and Mrs. Grennig; Mr. Kohler; Mrs. Kelly; and <br />Mr. and Mrs. Kohler, stated many concerns: because of the number of drives <br />onto Lorain Road in the area it sometimes takes 15 minutes to turn left <br />onto Lorain; the drives onto their streets caould be a safety hazard to the <br />many children in the neighborhood; they would prefer a drive around the <br />building even if the-landscaping had to be eliminated; questioned t-Yie <br />number of parking spaces in the rear on the basis of the nu:nber of employees <br />projected previously; would like a solid fence, not just landscaping adja- <br />cent to residential property; and since there is no traffic light between <br />Columbia Road and David Drive, they need some tyne of signalization. <br />Mr. Frank pointed out that trucks coming into the side streets would only <br />use the drives, they would not go down residential streets. Neighbors <br />disagreed stating that the drivers would use the side streets to avoid <br />Lorain and to get to Brookpark and I-480. Mr. Thomas advised that this <br />proposal would be tabled until the next meeting and requested that over- <br />lay plans be presented showing a drive on the east side of the building, <br />as well as a plan showing it on the west side; indicating the traffic <br />flow tfirough the property; all dimensions must be shown on the plan; <br />plan must speeify handicapped parking and ramps; and the developer must <br />consider installing solid fenees where there are existing chain link <br />fences (particularly where there is no landscape buffer). Neighbors also <br />requested that their street be posted "no truck". Councilman McKay <br />advised that trucks are not allowed on residential streets, but'this is <br />impossible to enforce. Mr. Thomas would like the Engineering Department <br />to look into the feasibility of a traffic light at Bentley Road. Mr. <br />McDermott advised that in some cases signalization is at the expense of <br />the developer. City forester, D. Wendell, reminded the Commission.that <br />if drives were installed around the building some of the existing trees <br />would have to be removed. The residents were advised that they would not <br />be notified for the next meeting which will be January 10, 1989. J. Thomas <br />moved to table the Bentley Coe Plaza until the next meeting, seconded by <br />R.
