ARCHITECTURAL BOARD OF REVIEW SEPTEMBER 21, 1988 PAGE 3 <br />and explained that this planter would match it and would contain the <br />same cone type arborvitae and flowers; a chain link fence with arborviate <br />will be installed on the west property line (four feet of the ashpalt will <br />be removed and a curb installed). Since the planter is twenty inches high, <br />Mr. Conway cautioned that the overall height should be no more than thirty <br />inches high for visibility. Mr. Zergott suggested that they use lower <br />varieties of plans, taxus densiformis or andorra juniper, Youngstown, which <br />would also be less likly to be damaged by salt. He also suggested that <br />they eliminate the chain link fence on the west and either just use the <br />arborvitae or construct a brick planter along that line, or put in a <br />split rail fence. Mr. Kresge explained that they had a serious problem <br />with the customers of the bar next door and did not beleive that just <br />the arborvitae or a split rail fence would keep them from driving or walk- <br />ing over their property, and also that another planter would be too costly. <br />Mr. Zergott stated that if the arborvitae were to be planted 3 foot on <br />center, they would hide the fence. B. Zergott moved to accept the plans <br />with the provision that they only use the taxus densiformis or a dwarf <br />juniper (andorra Youngstown) in the front planter box and that the fencing <br />is approved with the arborvitae 3 foot on center to hide it, seconded by <br />M. Case, and unanimously approved. <br />4) Third Federal Savings and Loan Association, 26949 Lorain Road <br />Proposal to construct addition to front of existing building. <br />Referred from Planning Commission September 13, 1988. <br />Mr. Davison, architect, presented plans for the front addition, windows <br />and frames will match the existing, brick will be a Stone Creek <br />light gray #850 to blend in with the existing stone which they could not <br />match exactly; a new built up roof with marble chips in a light gray has <br />been added to the plan at the Planning Commission's suggestion; and <br />mechanical equipment is inside the building and the existing cooling <br />tower will remain. Mr. Zergott pointed out that the landscaping consists <br />of inerely taxus and grass, and suggested that the landscape bed be <br />pulled out and rounded at the corners to soften the points of the build- <br />ing somewhat, and they should include additional landscaping such as <br />bradford pear or dwarf crabapple and that a low variety of either taxus <br />densiformis or taxus wardi be used under the windows, and further rec- <br />commended that the bed should be a straight continous flow, not staggerded <br />as shown. B. Zergott moved to accept the design as presented and request <br />that they take into consideration the suggestions made regarding the <br />landscaping, seconded by M. Case, and unanimously approved. <br />5) Owen E. McCafferty, C.P.A. Inc., vacant property west of 30940 Lorain Road. <br />Proposal to construct office building. <br />Referred from Planning Commission September 13, 1988. <br />Mr. Davison, architect, presented revised plans for a new office building; <br />one driveway, loading area, and four parking spaces are shown as landbanked, <br />handicapped space is not shown on plan but will be included. Landscaped <br />buffer on the east property line has been increased to 5 feet at the nar- <br />rowest point and additional American arborvitae are to be planted. Forester"s <br />report recommended that a 20 foot buffer be installed on the east property <br />line since the adjacent house is a residence as well as a business. Mr. <br />Davison explained that since future development is planned they prefer <br />not to move the building any further west. Mr. Conway advised that the <br />property to the east is General Retail and a building could be put right <br />on the property line. Mr. Zergott stated that there was a line of elm
