BOARD OF ZONING APPEALS AUGUST 3, 1988 PAGE,3 <br />the applicant would like to withdraw this proposal prior to the vote. Ms Storer <br />believed that the owner would come back with another request, but she did not <br />request that the proposal be withdrawn. It was suggested that, if they come <br />back, they bring a representative of T. J. Maxx. Motion was seconded by J. <br />Helon. Roll call on motion: Bugala, Helon, Gomersali, and Remmel, no. <br />Motion failed to pass. Variance denied. <br />North Olmsted United Methodist Church, 4600 Dover Center Road <br />Request for variance (1123.12). Request variance to extend parking area onto <br />unpaved area. Violation of Ord. 87-93, Section 1161.10(a). Also request <br />special permit to expand church parking in a residential area. Special <br />permission required Ord. 87-93, Section 1123.11. <br />Chairman Remmel called all interested parties:before the Board. The oath was <br />administered to the Reverend R. Talbot, R. Chris, Administrative Board Chairman, <br />and neighbors, Mrs. Mertus, Mr. and Mrs. Truskawetzki, and Mr. and Mrs. Sentesy. <br />Neighbors are opposed to this request because of the excess traffic on Dover <br />Center Road, maintaining that the members of the church do not need that much <br />parking sincethey have 57 parking spaces and there are rarely more than 35 <br />cars on Sunday mornings. They. believe that the church wants this parking for <br />AA meetings and other.evening meetings which are money making activities and <br />. are objecting to the noise and traffic of cars and motorcycles in the evening. <br />Reverend Talbot stated that AA was part of the church facilities, but this <br />request is not for this organization, but for their members. He explained that <br />this unpaved parking'area was created in co=operation with P1r. Hatch, a member,, <br />who parks his recreational vehicle on his adjacerit land.by using the church <br />access. They will only use it for their overflow parking on approxima.tely <br />10 Sundays a year, namely Palm Sunday, Easter, Mothe r's Day, and the Sunday <br />before Christmas. This will stop the members from parking their cars-:arong the <br />driveway which they believe is a dangerous situation and pointed out that this <br />area is surrounded by trees and is not visible from Dover Center Road or <br />adjoining properties. If this variance is granted they will grade the area <br />to conform to the Engineering Department's standards for drainage. -If this <br />variance is not approved; they would have to pave the area, the cost of which <br />would be out of proportion to the benefits, or return it to the original <br />state which would be costly and would also deprive Mr. and Mrs. Hatch of access <br />to their property. Rev. Talbot_stated that the AA issue is a separate issue, <br />but it is not a money maker, and they would reevaluate this issue, stating <br />that perhaps these meeting have outgrown their facilities. He also offered <br />to put a gate across the unpaved area so that it can only be used on those <br />Sundays mentioned. Mrs. Mertus stated that when the church was originally <br />discussed, they had agreed to chain off the driveway in the evening. Mr. <br />Gomersall stated that all churches use their facilities in the evening.. <br />Mr. Remmel pointed out that there are two other cars parked on this area now, <br />not just the recreational vehicle. C. Remmel moved to grant a variance to <br />extend a parking area into the unpaved area under these conditions: 1) that : <br />a gate or fence be erected and kept closed except during the following holidays: <br />Palm Sunday, Easter, Mother's Day, and the.Sunday before CIz'r.is.tmas: it is <br />agreed that this is contingent.upon the church working with.the North Olms.ted <br />Engineering Department to secure proper grading and approved materials and it <br />is also understood that no other storage arrangements will be made with church <br />members, neighbors, or anyone else, other than the present one with the Hatch <br />family, seconded by R. Bugala. Roll call on motion: Remmel, Bugala; Gomersall, <br />and Helon, yes. Grace; no. Motion carried. Variance granted. ?.
