(Approved by Planning Commission <br />April 25, 1989). <br />Mr. Mongello, architect, and K. Paradise, owner, explained that after <br />the building plans had been completed, the manufacturer required that <br />several changes be made to the originally approved plans: the building <br />will be 2 feet wider and 35 feet longer in order to have 19 inside park- <br />ing spaces and a wash rack; the second floor (over the front portion of <br />the building) has been eliminated; and the building has been moved 8 <br />feet forward to give it more visibility from Lorain Road. The materials <br />have not been changed. Building Commissioner Conway advised that origi- <br />nally they planned to assemble the two properties and have both agencies <br />on one lot, but now they show a property line, so they will need a cross <br />easement for parking between the two facilities. City Engineer Cesen <br />advised that there are actually 3 parcels involved so that an assembly <br />and a subdivision will be required on the two properties. Assistant Law <br />Director Dubelko verified that there must be a permanent easement for <br />cross parking on these two lots. Mr. Mongello agreed that they will file <br />the easement when the assembly plat is submitted. It was decided that <br />since the second floor has been removed and there could be a question of <br />how this would effect the building and the visibility of the mechanical <br />units, the proposal should again go to the Architectural Board of Review. <br />R. Bierman moved to forward the revision to the originally approved plans <br />for Paradise Honda Automobile Agency at 25892 Lorain Road to the Archi- <br />tectural Board of Review and to request that the developer provide the <br />city with evidence of reciprocal parking easements on the two lots as <br />well as an assembly plat combining the three lots into two which should <br />be submitted at the next meeting, seconded by B. Gorris, and unanimously <br />approved. <br />2) St. Andrew Lutheran Church, 3085 Clague Road. <br />Proposed parking lot improvements, and proposal to construct storage <br />facility and trash enclosure. (Future development plans are shown, but <br />will be presented later). <br />Mr. Hardy, representing the church, explained that this is the first phase <br />of their overall improvement plan and consists of paving a small slag area <br />which is being used for parking at present, connecting drain tile to the <br />present open retention system, installing additional landscaping, <br />constructing a 10 by. 20 foot wood storage bu.ilding and a trash enclosure. <br />He further explained that the future plans will include additions to the <br />existing building; installing up to 70 parking spaces; and enclosing the <br />open retention system. They will come back to the Commission with the <br />future expansion. City Engineer Cesen verified that the existing reten- <br />tion system does have enough volume necessary for this proposal. Mr. <br />Bierman is concerned about the open retention which is not legal at this <br />time, is in an area where there are drainage problem, and finally could <br />be causing mosquito problems. Mr. Hardy explained that they had installed <br />a 6 inch line so that the water would flow both ways, and normally there <br />is no standing water. Mr. Cesen explained that the open retention system <br />is grandfathered but he pointed out that they had stated that in future <br />phases they.will be closing it in. r1r.
