J <br />PLANNING CON1t4ISSI0N JUNE 13, 1989 PAGE 5 <br />5) Carter Plaza North, 24910-24940 Lorain Road <br />Proposal to construct retail plaza (existing building to be demolished), <br />Mre Acciarri, architect, presented plans for the 12,000 square foot masonry <br />building with a canopy which will be similar to the. Carter Plaza on the <br />south side of Lorain Roade Building Commissioner Conway advised that the <br />plans show an access onto the Columbia Village property drive and there <br />cannot be an access for a General Retail use onto a drive servicing a <br />Mixed Use property, Mr. Acciarri explained that one of the lots shown on <br />the plan is residentially zoned and will be used for retention and to ac- <br />cess the storm sewers on Columbia RoadF He further advised that the access <br />to the Mixed Use property can be eliminated and they could landbank sor.ie <br />of the 19 parking spaces in that area or use it for employee parking. <br />Mr. Conway advised that 48 parking spaces are required and 65 are shown. <br />Mr. Thomas believed that some spaces in the front should be landbanked as <br />well. Mr. Acciarri advised that there are no actual tenants as yet, but <br />they will be similar to what are in the other plaza. Mr. Hipp, a resident <br />of Columbia Road, advised that there have been problems with the storm <br />sewers on Columbia Road far some time and this will create more problems; <br />that his basement has been flooding for 27 years; and he believes that there <br />should be a moritorium on building until the sewer problems are corrected. <br />City Engineer Cesen agreed that there was a problem there which would take <br />money to solvee He also advised that residential property could be used <br />for their storm line, but since there is a problem the Engineering Depart- <br />ment would try to find another access for the storm water. He further ad- <br />vised that a retention system would be required. Mr. Acciarri suggested <br />that since they have 600 feet of property for retention, perhaps they could <br />use perforated pipe and allow the water to perculate into the soil or they <br />would use an open retention system if the city would allow it. They did <br />look into tying into the Lorain Road sewer, but the invert elevations of <br />the sewers were a problem, but they would be willing to work with the <br />Engineering Departr.ient. Mr. Hipp further advised that the Fairview riedical <br />Building put in a retention system, but it did not improve the situation. <br />Mr. Luther, who owns property next door, was advised that there would be <br />a curb on the drive adjacent to his property. Mr. Acciarri explained that <br />there would be lighting under the canopy as well as wall packs, and that <br />the landscaping will be grass. The Commission advised that: they would be <br />required to have more landscaping than just grass; the existing trees must <br />be shown on the plan; the adjacent drives would have to be spotted on the <br />plans; they should consider only one drive, perhaps in the middle of the <br />property with some landbanked spaces on either side; that some of the 19 <br />spaces in the rear be eliminated; and that the trash enclosure be moved <br />further back on the property. T. Morgan moved to refer the Carter Plaza <br />proposal to construct a retail plaza at 24810 Lorain Road to the Architec- <br />tural Board of Review for their recommendations; to the city forester; to <br />the Safety Department for its input; to the Engineering Department for their <br />advice on handling the out-fall from this property and whether it should, <br />in fact, go onto Lorain Road as opposed to creating further problems on the <br />Columbia Road sewer system; and we ask that the developer take a look at <br />reducing the 10 spaces shown on the back of the property to what he might <br />believe would be adequate for his usage; to loolc at the possibility of <br />a single driveway in the center of the property so that there would be one <br />curb cut onto Lorain Road, increasing the amount of landscaping on the <br />front of the property and look into putting in bushes, trees, etc, in the <br />landscaped areas throughout the property and to relocate the dumpster area
