PLANNING COMMISSION JUNE 131 1989 PAGE 4 <br />architect, stated the he would have no objection to removing those spaces, <br />but the driveway had been extended in that area because the Fire Department <br />required the radius, and pointed out that the lot to the west is entirely <br />paved and the Fire Department would have access through there to the west <br />side of the building. Mr. Thomas stated that if the use of the building <br />changed, it could be divided up and all the required parking would be needed. <br />He questioned if a deed restriction could be included pertaining to the use <br />of the property. Mr. Hathaway, from Home Centers, stated there probably <br />would be no objection depending what the deed restrictions were. Mr. Dubelko <br />stated that Bob Evans would have to agree to this and would have to issue <br />the deed. Mr. Betts and Mr. Gorris still have concerns over approving this <br />project without removing some of the parking spaces adjacent to the drive <br />(possibly only 7 to 9 spaces). Mr. Gorris is concerned that a car entering <br />this property west bound from Lorain Road could have a problem with cars <br />backing out. Mr. Valore stated that if this had been a problem in the past <br />the police would have mentioned it, since he does not believe that 5 or 6 <br />cars an hour would create that much of a problem. AZr. Thomas pointed out <br />that there would be delivery vehicles also. Mr. Morgan stated that the <br />Commission can always make this recommendation as part of their approval <br />to the BZD Committee and Council and suggested that the plans be discussed. <br />In reference to the plans, Mr. Cody explained that they could eliminate <br />the spaces on the Brookpark Road side, if the Fire Department agreed to <br />eliminating the reverse hammerhead turnaround, again noting that the pro- <br />perty to the west was paved. It was clarified that the site plan being <br />discussed was the one showing 64 spaces, and Mr. Morgan suggested land- <br />banking the 9 spaces on the rear drive. Mr. Thomas would like all the 16 <br />spaces in that area landbanked (up to the island). Mr. Cody would like to <br />keep the spaces near the entrance, and agreed that others near the front <br />could be removed. Mr. Cody will present a revised site plan reflecting <br />these suggestions and explained that some of the lighting shown will have <br />to be relocated as well, that they may be requesting some ground mounted <br />lighting, and that the pole sign will require a variance. There are many <br />trees on the property; 5ut Mr. Cody stated that some of them are not in <br />good shape. T. Morgan moved to forward the Home Center, Inc., proposal to <br />construct a building at the rear of the Bob Evans Restaurant to the Archi- <br />tectural Board of Review for their input; to the Safety Department again; <br />particularly the Fire Department for their comments for the removal of <br />the reverse hammerhead turnaround at the back of the proposed structure; <br />to the forester for his input on the proposal; to the Engineering Depart- <br />ment for their review; and specifically asking that the developer review <br />his plan and remove the parking at the southern side of the building and <br />at the entrance to the lot along the east side of the building; and that <br />the developer also review with Bob Evans and Home Centers the possible deed <br />restrictions that might be incorporated with this nroposal so that the use <br />stays essentially the same in the future and forward that as soon as pos- <br />sible to the Law Department for their review so we can have something for <br />them at the next meeting, seconded by R. Bierman. Roll call on motion: <br />Morgan, Bierman, Bowen, Gorris, Traczyk, and Tfiomas, yes. Mr. Betts, no. <br />Mr. Morgan commented again that the members of the Commission feel strongly <br />relative to the safety of the entrance to this property and ask that they <br />have some recommendations relative as to what they feel might be reasonable <br />in their minds to insure the safety of those who come on and off this pro- <br />perty. Mr. Thomas asked Mr. Betts to represent the Commission with the <br />Law Department and make suggestions with Mr. Dubelko concerning the future <br />restrictions of the use of this property, <br />Chairman Thomas advised that item number S, Carter Plaza North would be heard next.
