J <br />, <br />PLANNING COMMISSION JUNE 13, 1989 PAGE 3 <br />1) Home Centers, Inc., located to the rear of Bob Evans Restaurant <br />25853 Lorain Road <br />Proposal to construct building. <br />Tabled at Planning Commission on Piay 23, 1989. <br />Chairman Thomas read a letter from Bob Evans which advised that they were <br />not interested in modifying their existing parking area and access drive <br />but ioould discuss any other proposal which the city or Home Centers feels <br />would be feasible and which would not adversely effect their parking as <br />it now exists. In reference to the lease, Mr. Valore, attorney, stated <br />that it had been presented to the Law Department for their review. The <br />Safety Department report stated that the Police Department had no objection <br />to the proposal and the Fire Department stated that "Twenty five foot <br />driveway should be adequate for fire aparatus access. Two fire hydrants <br />would be required per city ordinance. Minimum water main size for supplying <br />these hydrants shall be eight inch (8"). Mr. Thomas pointed out that <br />the Fire Department was looking at the driveway for a single truck going <br />in, and with a drive that was not blocked. Just prior to the meeting, <br />Mr. Valore had submitted a traffic survey from Larry Griffith, traffic <br />consultant, and Mr. Valore quoted r4r. Griffith's statement that, because <br />of smaller size cars, this driveway would be more like 28 or 29 feet wide. <br />In reference to the lease and easement document between Bob Evans and <br />Mary Khouri, Mr. Dubelko stated that the 99 year lease is, in essence, <br />a sale, and the easement is permanent, and that the representative of <br />Bob Evans was correct in statingthat they did not have much control over <br />this developer; but that he still maintains that the city can exercise <br />some control and can view this as a single development so the Planning <br />Commission would have the authority to view the parking lot arrangement <br />for safety based on reasonable and-valid safety considerations. Mr. <br />Thomas stated that Home Center's would be a good development, but he <br />still believes that Bob Evans should give up something to improve the <br />access. Mr. Valore stated that the traffic survey based on actual <br />figures from the previous North Olmsted store concluded that this <br />location is much safer than the location as it existed in Great Northern, <br />and.the drive as it exists now is sufficient for the traffic flow of <br />approximately 42 cars a day (possibly 5 or 6 cars an hour), a figure <br />based on the sales of the North Olmsted store, The members still have a <br />concern because a business which would generate more traff ic could go <br />into the location later on. Mr. Valore pointed out that by the terms of <br />the lease no restaurant would be permitted; that Home Centers has a <br />50 year history here; that the community does have some control over <br />future businesses; that the property is zoned for this use; that the <br />Law Director had advised at the time of the rezoning that, if the property <br />were rezoned the rear portion could be developed; and it is their belief <br />that this business would be the optimum usage. P4r. Morgan replied that <br />the rezoning of the property was not the problem, that the Commission <br />should have seen to it that the building was positioned on the lot so <br />that the rear portion could have been developed with fewer safety problems, <br />and two drives should have been required. He did agree that the high <br />volume traffic hours are different for the two businesses, but pointed <br />out that Home Centers could have a problem with customers not shopping <br />becasue of traffic problems. In reference to the site plan and-consider- <br />ing the anount of traffic projected, Mr. Plorgan suggested removing some <br />parking spaces, especially those along Brookpark Road. Mr. Cody, the
