The Safety Department has only reviewed the <br />original plan, City-Engineer Cesen advised that the need for a traffic <br />signal at Bentley had been reviewed and the safety forces stated that a <br />light at Bentley would be feasible by their criteria, but a light at <br />Walter Road would be preferable from their standpoint. Commission <br />agreed that an entrance on Coe would be the least desirable since Coe <br />is used as a cut through, Mr. Gorris would like the access only onto <br />Lorain Road, believing that it would be unlikely that both Lorain Road <br />entrances could be blocked at the same time and also suggested land- <br />banking some spaces in the rear area near the stockade fence in order <br />to assure a better turning radius at the rear of the Building. Building <br />Commissioner Conway advised that parking conforms to code, they are re- <br />C? <br />quired to have 193 spaces and.144 are being provided. Mr. Frank agreed <br />that the entrance on Coe should be eliminated, but believed that one <br />entrance.on Bentley is necessary pointing out there could be a hazard <br />if fire equipment had to go around the building during a fire. Mr. <br />Bierman stated that by ordinance the Fire-Department would have to <br />a.pprove the turning radius around the building, Mr. Morgan suggested <br />that a driye for fire access only might be considered. Mr. Frank sug- <br />gested posting the Bentley Drive ingress only which would eliminate some <br />of the tra£fi,c on Bentley, Mr, Thomas stated that an access on Bentley <br />would have minimum use since there are no customer entrances in the <br />rear, but that this could change in the future. Councilman McKay pointed <br />out that there are many centers cahich do not have access onto a side <br />street; that the BZD Cotnmittee would not approve a plan if the Fire <br />Department had not approved the turning radius; that traffic flow can- <br />not be controlled in the center; and there should be no problem with <br />employees entering and exiting on Lorain Road. Mr. Janik, a resident <br />of Coe Road, stated that tenants in the building could change, rear <br />entrances could be used later, that there could be loading in the rear, <br />and cited the traffic problems on Coe Avenue now. Mr. Thomas advised him <br />that the Commission had totally ruled out any access onto Coe Avenue. <br />Mrs. Curren and an unidentified resident of Bentley told of difficulties <br />of trying to get out of Bentley onto Lorain and stated .that their street <br />was also heavily traveled and they would like the Bentley drive elimin- <br />nated, Commission discussed having the Fire Department review both plans, <br />but after some discussion it was decided that only plan A-la should be <br />forwarded for review. Mr. Frank would like the Fire Department to review <br />both plans and Mr. Thomas agreed. Regarding the landbanking of parking <br />spaces, Mr. Frank advised that they would be willing to landbank the <br />spaces. adjacent to Coe in order to allow a larger turning radius and <br />pointed out that they.have landbanked 20% of the originally proposed <br />parking, R. Bierman moved to forward the proposal to build a shopping <br />center, known as the Bentley/Coe Shopping Center, on the south side of <br />Lorain between Coe Avenue and Bentley Drive, plan number A-la to the <br />Architectural Board of Review and the Safety Department, seconded by <br />T. Morgan, Roll call on motion: Bierman, Morgan, Bowen, and Gorris, <br />yes. Thomas and Traczyk, no. Motion carried. <br />3) McDonald's Restaurant, 27322 Lorain Road <br />Revised proposal to construct new building and revised site plan. <br />Heard by Board of Zoning Appeals January 4, 1989. <br />Building Commissioner Conway explained that McDonald's revised their <br />proposal after he had determined that they could not continue operation
