Bierman, R. Bowen, B. Gorris, J. Thomas, and T. Morgan <br />Absent: M. Betts and E. Traczyk <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner D. Conway, <br />Consulting City Engineer S. Cesen, and C1erk of Commissions <br />B. Oring. <br />II. REVIE14 AND CORRECTION OF MINUTES: <br />B. Gorris moved to approve the minutes of January 10, 1989, seconded by <br />R. Bierman, and unanimously approved. <br />? <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Wendy's Old Fashioned Hamburgers, 26650 Lorain Road <br />Proposal to construct restaurant (existing building will be demolished). <br />Heard by Architectural Board of Review December 21, 1988. <br />Mr. Dixon, architect, and Mr. Kikendahl, representing Wendy's, presented <br />revised plans, explaining that 15 feet of additional landsca_ping has been <br />added (some parking was removed) and as requested by the Architectural <br />Board of Review the cooler on the rear will be enclosed in brick and dryvit <br />instead of cedar sided. Safety Department report from Captain Krynak of <br />the Police Department reads as follows: I- agree with Mr. Cesen on the <br />southern drive being too close to Lorain. I feel entrances like this do <br />cause accidents, or near misses. If the drive closest to Lorain is <br />closed the traffic signal heads should be removed allowing south bound <br />traffic to go to the Lorain stop bar. The existing,sign by the north <br />drive could be replaced with a larger sign stating Do Not $lock Drive.' <br />Closing the drive closest to Lorain and removing the signals will cause <br />an inconvenience to the customers of Todd Cleaners, paint store and some <br />of the bank customers. They would almost be forced to turn right when <br />exiting because traffic would be solid up to the Lorain Road stop bar. <br />I have no recommendation on which drive would be the safest on a traffic <br />engineering standpoint. City Engineer Cesen advised that the center lane <br />of this drive is less than the 60 feet from. an intersection as is required- <br />by code and did not beleive that moving this drive to the north would <br />cause a problem with traffic coming from the opposite drive. Building <br />Commissioner Conway advised that the drive is about 37 feet from the <br />center line (plan shows 77 feet), and stated that the plan should conform <br />to code. Mr. Morgan does not believe that the stop bar would have to <br />be moved if the driveway were to be relocated. Mr. Bierman questioned <br />if the location of the existing stop bar conforms to the Ohio Revised Code, <br />or if it was placed there for the convenience of the businesses. The <br />developers have a problem with relocating the drive to the north: the <br />driveway has existed at this location of many years; they are upgrading <br />the property and are taking out paving to add landscaping; drivers do <br />observe the stop bar; keeping the driveway at the present location will <br />allow more stacking on their property, moving the driveway might result
