. ' ,.
?
?
PLANNING COMMTSSION JANUARY 24, 1989 PAGE 2
in cars backing up on Sparky Lane; and pointed out that the Safety
Department had made no recommendation. Mr. Gorris stated that.with the
new proposal it has been determined that they would have to conform to
code. Mr. Kikendahl stated that if the drive is relocated to the
north; he would prefer to place it further than 60 feet from Lorain
Road, but if the drive is behind the stop bar it would be blocked most
of the time. The Comission would like to see a plan showing a conforming
drive and also the adjacent drives on Sparky Lane including those across
the street. In reference to the building, rir. Kikendahl stated that
they prefer to keep the awning lighted and pointed out that there are
no letters on it so it could not be construed as a sign. The lights
from the awning also illuminate the side walk. However, if they cannot
place lights under the awning, they would like to use ground lighting.
He pointed out that the signs on the new building were much smaller than
those on the existing building. Mr. Thomas stated that the Commission is
trying to eliminate the glowing, beacon type lighting, and this awning
might glow i.f they use ground lighting. Mr. Gorris sugges,Led that they
present photographs of other buildings with this lighting. Since the
plans show that they will be using the existing pole sign, the Commission
suggested that they consider changing that to a ground sign. Mr.
Kikendahl believed that a ground sign at this location would be a hazard.
Assistant Law Director Dubelko advised that previously legislation had
been before Counci.l which would eliminate all pole signs within a certain
time period. J. Thomas moved to table the proposal to rebuild Wendy's
Old Fashioned Hamburger Restaurant at the present site and suggest that
the developer return to the next Planning Commission meeting with revised
plans showing the driveway on Sparky Lane moved to coincide with the
ordinance requiring the center line of the driveway to be 60 feet away
from the intersection, also showing contiguous drives on and across
Sparky Lane; that the developer show also the awning with no light trans-
mission through the awning or any reflective light on the awning and that
all lighting under the awning be downlighting only; and also a lighting
plan for the entire property showing hotiT lights caill be shielded; and ask
that they reconsider replacing the pole sign with a ground sign, seconded
by T. Morgan, and unanimously approved.
2) Bentley Coe Plaza, south side of Lorain Road between Coe Avenue and
Bentley Drive.
Proposal to construct shopping center.
Heard by Architectural Board of Review January 18, 1989.
Chairman Morgan explained that plan A-la had two drives on Lorain Road
and none on the side streets and plan A-1b had one drive on Bentley.
Mr. Thomas clarified for the developer that even though the motion stated
that only one plan was to be sent to the Architectural Board and the
safety forces, that later the chairman did refer all three plans.
Chief Osterhouse of the Fire Department stated: In order to assure water
supply for a rear attack, an access should be provided to the hydrants
on Bentley or Coe, or a hydrant should be provided at the rear of property.
Access for fire apparatus should be adequate even without driveway on
Coe or Bentley. Captain Krynak of the Police Department noted that the
revised plans should be better for patrol. The Architectural Board of
Review had approved as presented with the stipulation that the wood
dumpster enclosure be stained within a year after construction so that
