r ' <br />PLANNING COriMISSION FEBRUARY 28, 1989 PAGE 2 <br />Restaurant, 26650 Lorain Road, proposal to demolish the existing building <br />and construct a new restaurant based on the revised plans of February 14, <br />1989, these plans indicate the relocation of the driveway on Sparky Lane <br />and the landbanking of 4 parking spaces; it is our understanding that the <br />canopy on this building will not be backlit since this has been our practice <br />in the past; and because moving the driveway is part of this proposal, it is <br />our recommendation that the existing traffic light and stop bar be moved <br />back accordingly, and it is our understanding that Wendy's will be willing <br />to pay for the cost of relocating the light as it currently exists, but not <br />for any re-signalization of the light, seconded by J. Thomas. Roll call on <br />motion: Gorris, Thomas, Betts, Bowen, Traczyk, and Morgan, yes. Mr. Bierman, <br />no. Motion carried. <br />2) Olmsted Manor Assisted Living.Facility, 27500 Mill Road <br />Proposal to construct building. <br />Heard by the Board of Zoning Appeals February 1, 1989 <br />(Held over from cancelled meeting of February 14, 1989). <br />Chairman Morgan advised that the Board of Zoning Appeals had granted vari- . <br />ances for the front and rear set backs, for the location of the loading <br />zone and to have one less loading zone than required, a variance for 9 <br />parking spaces with the condition that they landbank 13 parking spaces. <br />Mr. Draeger and Mr.Suhayda, architects, explained that this facility will <br />be located between the existing Olmsted Manor Nursing Home and the condomiums. <br />Mr. Draeger further explained that the building has been reduced from 4 stories <br />to 3 stories and from 86 suites to 64 suites thus reducing the parking spaces <br />required. Building Commissioner Conway advised that for elderly housing the <br />code requires .17 parking space for each unit must be landbanked and that <br />the variance that was granted was based on the 86 suites. Mr. Draeger sub- <br />mitted a revised plan showing the 13 spaces which he believes would be <br />better for traffic circulation and would increase the front green area. <br />Mr. Conway stated that the whole variance was conditioned upon the original <br />parking plan. The Commission studied the plan and it was decided that with <br />the variance for. 9 spaces, the proposed plan sliowing 29 spaces and the 13 <br />landbanked.spaces it would conform. M,r. Gorris sugges.ted that a dron'off zone <br />should be considered at the entrance. Mr. Thomas is concerned that one <br />handicapped space would be insufficient for such a facility. Mr. Draeger <br />pointed out that perhaps only 4 people would drive and that a limousine <br />service would be provided, but offered to increase the width of all the <br />spaces. After.some discussion it was decided that 4 handicapped spaces <br />should be provided. The lighting plan showed 2 pole lights in the .front <br />parking area and building lights. Mrs, Traczyk suggested that there should <br />be more security lighting in the rear parking area. Mr. Gorris cautioned <br />that these lights must be shielded so they do not shine into the apartments. <br />Mr. Draeger explained that they will be meeting with the adjacent residents <br />regarding fencing or buffering. Councilman Tallon stated that the residents <br />of the adjacent condominiums would prefer a board on board fence. Mr. Gorris <br />questioned if sidewalks as shown are adequate and suggested that the residents <br />of this facility might walk over to the nursing home. T. Morgan moved to <br />forward this proposal to construct a building at 27500 Mill Road, the Olmsted <br />Planor Assisted Living Facility, to the Architectural Board of Review, and <br />the developer is to modify the existing site plans to show the changes re- <br />flecting the landbanking of 13 parking spaces; to include the light for the <br />rear security, a board on board fence along the east property line, and at <br />?
