; <br />PLANNING COMMISSION FEBRUARY 28, 1989 PAGE 4 <br />requesting a traffic light, stating that the driveway as shown was not ex- <br />actly opposite their street, but believed that it could be moved so that <br />a light could be installed. She asked that any traffic impact study made <br />take into consideration that there are several businesses in the area as <br />well as St. Richard's Church. She is also concerned that trucks would be <br />backing into the parking lot. The developers stated that it would not be <br />necessary for them to back in in this area. Mr. Ellis, who owns an adja- <br />cent business, was advised that the site would have to be brought up to <br />grade, and he told to check with the City Engineering Department if there <br />was a problem. Mr. Ricci stated that they would be willing to install a <br />traffic light if the traffic study indicated that it was necessary, and <br />they would try to comply with other conditions, but he wanted clarification <br />of what objections there were to the building which they have built in 90% <br />of their locations. Mr. Thomas repeated that the building was bland, stark <br />white, with a lot of black top and a very small entrance accentuated by the <br />colors on the sign and that the shopping carts stored outside the building <br />were unsightly. It was suggested tht some kind of buffer or wall could be <br />constructed behind which the carts could be stored and that more landscaping <br />be planned around the building. J. Thomas moved to table the current pro- <br />posal to construct a Toys "R" Us, in the location of the former Margie's <br />Nursing Home, and that we ask the developer to return to our next meeting <br />on March 14th with a revised plan which will show the results of their dis- <br />cussion and cooperation with our city forester as far as maintaining some <br />of the existing mature trees on the site; and also for their consideration, <br />the board feels that the parking is excessive and that they consider land- <br />banking a number of areas with the suggestion that they consider replacing <br />some of the parking in the areas of the.entrance on Dover Center and some <br />of the ares closer to Lorain Road with landscaping; that the developer also <br />make suggested revisions to the building which will show a different facade <br />and which also will reflect a buffer for the shopping carts and additional <br />landscaping in the immediate vicinity of the building; we also ask that the <br />developer provide,: us with a lighting plan and that the developer indicate <br />some progress made in the hiring of an engineering firm or whatever organ- <br />ization would be necessary for a traffic study; and also request that at <br />the next meeting they submit a site plan showing other driveways across the <br />street and contiguous driveways and also businesses that will be effected <br />by your parking and your development. We would like to forward this plan <br />along with our suggestions to the Safety Department, to Engineering and to <br />the city forester so he has a record of our recommendations, seconded by <br />E. Traczyk, and unanimously approved. Mr. Cesen clarified that the city <br />could not hire a traffic consultant for the developer, but he would be <br />willing to give him a list of traffic engineers. It was suggested that <br />they be given a list of at least three choices of traffic consultants who <br />have done previous studies in North Olmsted.since they would be aware of <br />the traffic situation in the city at all times of the year. <br />4) Owen E. McCafferty, C.P.A., Inc, vacant property west of 30940 Lorain Road <br />Revision to site plan for office building previously approved by Planning <br />Commission September 27, 1988). <br />Mr. Davison, architect, presented revised site plan and explained that due <br />to an error, they had to move the proposed garage forward slightly. Building <br />Commissioner Conway explained that some of the landbanked spaces required by <br />the Commission were also relocated and that all set backs still conform to
