, <br />PLANNING COMMISSION APRIL 11, 1989 PAGE 2 <br />Sparks. The Engineering Department will research this. Mrs. Mantle, a <br />resident of Whitethorn, pointed out that when cars turn left off Lorain• <br />Road they must drive over the sidewalk in that area, and also questioned.-if <br />this is actually a driveway. Mr. Morgan pointed.out that installing a <br />light and changing the intersection would not make this curb cut any more <br />dangerous than it is now. Pir. Nicholson stated that they could relocate <br />the Sparks drive if necessary. Mrs. McKay, a resident, asked about the <br />trees on the property, and was advised that the developers have changed <br />their parking three times, have met on several occasions with the forester, <br />in order to save trees and have agreed to install additional trees. Couneil- <br />man Tallon stated that he has been unable to attend the previous meetings, <br />but is concerned about the drive on Dover Center Road. Mr. Lepisto advised <br />that a traffic study had been made on Dover Center•, tfiat there would be <br />in excess of 200 to 250 feet in the left hand turning lane tiefore the <br />shopping center entrance on the west side of the street, that the peak. <br />hours of this business are different than the peak rush hour traffic. <br />Mr. Thomas further advised that the developers had agreed in their pre- <br />vious discussion that if, at a later date, a traff ic signal is warranted, <br />the developers would be willing to install one; and pointed out that this <br />issue has been discussed several times. Mr. Tallon maintains that a stop <br />light would not help, that there is no room for stacking as it is now, <br />and that residents cannot get out of their developments. Since this pro- <br />posal has been discussed several times and since it will also be heard <br />by BZD Committee of Council, Mr. Thomas suggested that Mr. Tallon could <br />bring up these questions at that time because of the large agenda at <br />this meeting. Councilman Tallon stated that he would like the Commission <br />to consider his remarks before they approved the proposal and Councilman <br />Bohlmann stated that he shares these concerns. A resident speaking from <br />the floor, pointed out that the neighbors have been at meeting for the past <br />two months and they believe that Toy "R" Us have gone out of their way to <br />be cooperati.ve and does not believe that they should be ganged up on. <br />B. Gorris moved to approve the Toys "R" Us proposal to construct a <br />building on the north side of Lorain Road, west of Crestmont, incorporating <br />all of the recommendations of the Architectural Board of Review and the <br />items agreed as.per the minutes of the Planning Commission meetings at <br />which this proposal appeared, with the matter as to the Whitethorn Avenue, <br />we are in agreement with the relocating o€ Whitethorn, but suggest that the <br />radius be reduced to perr.tit a suff icient area between the curb and the <br />sidewalk. It is our understanding that the developer will pay for all <br />improvements to the Whitethorn intersection and the installation of a <br />traffic light at Whitethorn and Lorain and would be willing to pay for a <br />traffic light later at Dover Center and the intersection of Toys "R'•= Us <br />should it be deter.nined that a light there is necessary. At the same time <br />we would like the Law Department to research the question that we asked <br />relative to the Spark's-drive at Whitethorn and pass that information on to <br />the BZD to who we will now turn this proposal over to, and I personally <br />would like to thank the developer for their cooperation, I have been on <br />this board for ten years, and I have enjoyed working with you, seconded <br />by R.
