PLANNING COMMISSION APRIL 11, 1989 PAGE 3 <br />Mr. Mongello, architect, and Mr. Paradise, owner, presented a colored <br />rendering of the new Honda building which will be located to the west of <br />their existing dealership. They explained that the three story apartment <br />building on the site at present will be relocated to the north east portion <br />of the property and be used as an office. Mr. Thomas read portions of a <br />letter from the Building Commissioner to the architect pertaining to the <br />plans and expressing a concern over the proposed front 10 parking spaces <br />and advising that they would not be permitted by code to display new cars <br />in the front 50 foot set back, and stating that if that was their inten- <br />tion it should be addressed at that time. He further pointed out that he <br />did not agree that there could be 25 parking spaces in the service area of <br />the new structure and had reduced that figure to 18 spaces. In referenee <br />to the front 10 spaces, Mr. Morgan suggested that they landscape this area <br />and put in a few pods on which they could display new cars. Mr. Paradise <br />responded that he had no intention of displaying new cars there,, that was <br />only for customer parking. Assistant Law Director Dubelko suggested that <br />they move the buiTding up to a 35 foot landscaped front set back to elimi- <br />nate furture problems, cautioning them that if they did display in the <br />front 50 feet, the city would cite them. Mr. Paradise does not want this <br />building closer to the street than the existing building. Mr. Morgan <br />questioned how they planned to use the 20 foot strip of land on the rear <br />of the present property which goes through to Ranchview Avenue. Mr. Paradise <br />responded that it would be paved and used for a driveway for the 10 employees <br />who would be using the rear building. Neither Mr. Mongello nor:.Nir. Paradise <br />knew if there was a curb cut on Ranchview, but advised this strip of land <br />is now gravel with grass growing through. They further explained that the <br />existing fences on the rear property line belonged to the adjacent property <br />owners; that the property was presently.all paved; and that the open <br />retention area would be relocated underground. Mr. Mongello advised that <br />an assembly plat would be submitted later. Mr. Thomas and Mr. Morgan have <br />a concern about the rear drive onto a residential street and since there <br />would only be 10 employees using it, they would like it eliminated. Mr. <br />Mongello believed that it would be necessary and pointed out that there <br />would be a landscape buffer in the rear. Mr. Paradise stated that the <br />drive might be necessary during tfie Christmas season and offered to chain <br />it off after 6:00 p.m. Mr. Morgan pointed out that the Commission has <br />been trying to restrict access to business property from residential streets. <br />Assistant Law Director Dubelko stated that this issue would.have to be <br />studied, pointing out that this is an existing situation which was approved <br />by the city at one time, but there would be a consideration that they are <br />changing and increasing their.parking and he would also like to know if <br />there was a curb cut on Ranchview. The developers futher explained that <br />the signage on the building would be individual internally illuminated <br />letters; that two pine trees would have to be removed along with the <br />foundation planting around the apartment, but that they are proposing a <br />comprehensive landscape plan. J. Thomas moved to refer the Paradise <br />Honda Automobile Agency proposal to construct a Honda Dealership to the <br />Architectrual Board of Review for their comments and suggestions, to the <br />city forester for his review, to Safety and Engineering for their comments <br />and suggestions, to ask that when the developer returns to please bring <br />information as to whether or not there is an existing curb cut on Ranchview <br />and to consider when he returns the elimination froip his plans of the <br />drive and curb cut onto Ranchview, seconded by T. Morgan, and unanimously <br />approved.
