PLANNING COMMISSION APRIL 11, 1989 PAGE 4 <br />3) Pheasant's Run Retail/Office Center, 28867 Lorain Road <br />Proposal to construct third driveway. <br />Mr. Power and Mr. Certo, architect, represented the owner., and explained <br />that there is one curb cut in the center of the plaza and another at the <br />far eastern end which is basically for the tenants and service vehicles. <br />Consequently there is only one customer entrance to the stores, and <br />because of this Society National Bank would not lease space. Mr. Powers <br />stated that this could be a safety hazard if the one entrance is blocked <br />during an emergency. He read the section of the code which states that <br />"Parking areas having a eapacity of twenty sPaces or less shall have at <br />least one two lane driveway;.those having a capacity of more than twenty <br />vehicles shall have at least two two lane driveways; providing, however, <br />that the Planning Commission may authorize or require a single two lane <br />or three lane driveway for any development where it determines, in light <br />of the size or configuration of the property or the traffie patterns or <br />traffic density in the vicinity of the development, that a single access <br />drive will be more beneficial to the orderly development of the city in <br />the immediate vicinity of that development." Mr. Powers further advised <br />that there were only two or three businesses in the center at present, so <br />there has been no traffic problem, however this situation is creating a <br />leasing difficulty. He presented information showing the frontage of <br />several properties in the neighborhood and the number of driveways for <br />each and concluded that if they had been given the same ratio of drive- <br />ways to frontage that the car wash had, they should have been allowed <br />to have 3z drives. Mr. Thomas pointed out that an additional curb cut <br />would cause more traffic problems than it would solve; that the Commission <br />is not here to solve leasing problems; and since tliis area will be'growing <br />tremendously in the next few years, adding more curb cuts could cause <br />more problems. Mr. Morgan stated that if they find,after the center <br />is fully rented, tliat they do have a traffic problem then they.could ask <br />for.a.revised plan. Mr. Gorris questioned if they would have enough <br />parking spaces with this proposal. Mr. Power advised that there was <br />space available in the rear if addition parking is required. Mr. Gorris <br />responded that this area is the buffer area between this development and <br />the residential property, and believed that they have over developed the <br />property. T. Morgan moved that the proposal to construct a third driveway <br />at the Pheasants Run Retail Office Center at 28867 Lorain Road be approved, <br />seconded by B. Gorris. Roll call on motion: Morgan, Gorris, Bierman, <br />Bowen, and Thomas, No. Motion failed to pass. <br />4) Cellular One, 26101 Country Club B1vd. Apt. 1921 (Victoria Plaza). <br />Amendment to detailed development plan (Mixed Use District), to wit <br />changing one suite of an apartment to a business use. <br />Mr. Haiman, attorney, represented Cellular One and explained that this is <br />a mobile telephone company licensed by the Federal Communications Commis- <br />sion and recognized as a public utility by the State of Ohio. He presented <br />a Certificate of Necessity issued by the Public Utility Commission, ex- <br />plaining that in order to meet the needs of the expanding usage, they do <br />need additional units to keep the service functioning. Usually they have <br />to install towers from 180 to 280 feet high, but in this case they can <br />place small antennae on the top of an existing building similar to the <br />GTE Mobilnet installation on the Westbury Apartment building.
