? r <br />PLANNING COMMISSION APRIL 11, 1989 PAGE 5 <br />be using one suite in Victoria Plaza and will be installing 13 foot high <br />antennae on top of the elevator shaft. They have submitted a letter ' <br />which has addressed most of the issues that were discussed when GTE <br />Mobilnet made application, specifically those of noise, safety, vibration, <br />potential inconvenience to residents of the apartment. They do believe <br />that they are an appropriate use under the?Mixed Use definition in.the <br />code. He further explained that the apartment will contain batteries, <br />radio equipment, etc. which will send signals to the station at the <br />Terminal Tower. He responded to the Commission's questions that there <br />would be a Halon fire suppression system, smoke detectors, that no one <br />will operate the equipment on a daily basis, it is only inspected during <br />daylight hours. Mr. Gorris advised that the Commission previously was <br />concerned that no precedent would be set that would allow businesses in <br />residential apartment buildings, nor did they want traffic in and out of <br />the building, and wanted to ascertain that all safety precautions were <br />taken, but the members did agree that it made sense to put the antennae <br />on a building rather than building a tower.. Mrs. McKay, a resident of <br />Columbia Road, questioned if this facility would interfere with television <br />reception. Mr. Morrisville, another representative, advised that they - <br />must abide within the guidelines of the Federal Communications Commission <br />and there could be no interference and they. were closely monitered. <br />During the discussion it was brought out that there was equipment, other <br />than that belonging to GTE on the roof of the Westbury and there was <br />Motorola equipment on the roof of Victoria Plaza. Since the Commission <br />did not approve any other installations they would like the Building <br />Commissioner to check into them. Councilman McKay questioned if this <br />suite was abutting any others and was advised that it was and that there <br />would be insulation and protection_as was outlined in their letter. <br />Councilman Tallon was advised the exact location of the suite and antennae <br />and was advised that there would be ventilation and air conditioning. <br />Chairman Thomas stated that this proposal would be tabled so that it <br />could be forwarded to other, departments and so that members could study <br />the letter. J. Thomas moved to table the Cellular One proposal until the <br />April 25th meeting, and in the meantime, to refer the plans to the Safety, <br />Engineering, and Law Departments-for study to make certain that the plans <br />are in eompliance with the existing codes and ordin.ances, seconded by <br />R. Bowen, and unanimously approved. <br />5) Bucknell Building, 27709 Lorain Road <br />Exterior renovation to existing building. <br />Mr. Porter, architect, represented the Haas family who ownes the building <br />and advised that they had a permit to begin to repair and restore a <br />portion of the ediface. They are now proposing to replace the bands, <br />paint the building, install new store fronts, and are submitting a <br />unified sign system for the building. He presented a colored rendering <br />giving the actual colors and explained that new entries would be added in <br />the rear and new victorian light fixtures would be installed. He stated <br />that one retail unit is presently occupied, two more are leased, and there <br />are apartments on the second floor. They will not be resubdividing the <br />inside or adding to the structure; merely installing Pella windows and <br />french doors in each unit. Mr. Porter advised that they were recently <br />told that there is pending a neighborhood revitalization program which <br />will be offering credits for up to 50% of what is invested to rehabilitate <br />older buildings, but because of the.time frame,-they will not be able to <br />take advantage of this for the first phase.
