r <br />? <br />PLANNTNG COMMISSION P4.AY 23, 1989 PAGE 2 <br />2) Centerior Energy Corp. (Cleveland Electric Illuminating Co.), property <br />located on the south side of Lorain Road, west of Charles Road <br />Proposal to construct the Crystal Substation (Heard by the Board of <br />Zoning Appeals May 3, 1989). Heard by the Architectural Board of <br />Review May 17, 1989. <br />Chairman Thomas advised that the assembly plat would be heard immediately <br />after the building proposal. <br />Mr. Buersken and Mr. Louie presented revised plans explaining that it <br />had been determined that they did own the property to the rear of the <br />original proposal and that property will be incorporated into this lot <br />and the substation will be moved back 55 feet as suggested. They have <br />agreed to the additional landscaping on the east and west sides as sug- <br />gested by the Architectural Board of Review. Since the substation has <br />been moved back, they have raised the height of the fence from 8 foot <br />to 11 feet high for better screen.ing. Mr. Young, a resident at 30879 <br />South Court, and Mr. Paulot, a resident at 20899 South Court, asked <br />several questions and were advised that the substation had been authorized <br />in :7une of 1988, but the facility had been forecast in the 1970's. The <br />need for the station is the load growth in residential.areas as well?asfor.the <br />proposed Industrial Park. Mr. Young believes that the substation should <br />be on the C.E.I. easement on the north side of Lorain Road which abuts <br />the industrial area, and not on the south side where it would be visible <br />from residential property from the rear and would be an eyesore on Lorain <br />Road. Mr. Buersken stated that C.E.I. does not own property on the <br />north side of Lorain Road, that they only hold an easement from Lorain to <br />Bradley Road and cannot build a structure on it. Mr. Buersken pointed <br />out that the fence would be approximately 182 feet away from Mr. Paulot's <br />property, and Mr. Thomas advised that the developer had agreed to add <br />inore landscaping, Mr. Louie clarified that they were adding Austrian <br />pines, crabapple trees and forsythia on the property. Mr. Thomas sug- <br />gested that the developers meet with the neighbors and perhaps discuss <br />some additional landseaping and/or screening at the rear. The neighbors <br />were advised that the BZD Committee of Council would be hearing this next <br />and would be meeting on Thursday, May 25th at 7:30 p.m. R. Bierman moved <br />to approve the proposal.to construct the Crystal Substation on Lorain Road, <br />west of Charles, by the Centerior Energy Company as shown on the revised <br />plans as submitted and incorporating the recommendations of the Architec- <br />tural Board of Review and to request that the BZD consider the possibility <br />of screening of the station to the rear, seconded by E. Traczyk, and <br />unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1) Cleveland Electric Illuminating Company Assembly and Subdivision. <br />The proposal is to combine and assemble and subdivide permanent parcel <br />nos. 234- 9.-7, 234-9-8, 234-9-9, and 234-10-2, located on the south side <br />of Lorain Road and including the C.E.I. Easement, into two (2) sublots4 <br />one of which is the site of a proposed C.E.I. substation. Zoning is Retail <br />Business, General (Lorain Road frontage) and "A" Residence, Single.
