PLANNING COMMISSION SEPTIIMBER 26, 1989 PAGE 3 <br />2) Bruscino Medical and Professional Building, east <br />(one'present address is 4865 Dover Center Rd.). <br />Revised plan to construct building. <br />Withdrawn from the Planning Commission meeting of <br />side of Dover Center Rd. <br />September 12, 1989. <br />Mz, Mongellb, architect, and Mr. Bruscino, owner, presented revised <br />plans showing the building flipped and the driveway relocated to the <br />south. They explained that they have increased the front landscape <br />buffer to 12 feet wide and have included landscaping on the sides. As <br />many of the existing trees as possible will be saved. They presented <br />photographs of the drives across the street and explained.that the Toys <br />"R" Us drive is approximately 300 feet from their drive. In response to <br />the Commission's questions, Mr. Conway advised that the handicapped spaces <br />in the rear parking lot was logical since the elevator is in the rear of <br />the building, and that there are also two landbanked loading zones in the <br />rear area. It was suggested that signs.be posted that there are more <br />handicapped spaces in the rear parking area. Mr. Bierman complimented <br />the developers on their use of brick on the building instead of dryvit. <br />R. Bierman moved to forward the plans for, the Bruscino Medical and <br />Professional Building, east side of Dover Center Road (one present ad- <br />dress is 4865 Dover Center Road) to the Architectural Board of Review, <br />the forester, Safety Department, and Engineering, seconded by M. Betts, <br />and unanimously approved. <br />3) Nemeth Commercial Building, 29310 to 29351 Lorain Road <br />Revised plans to construct addition to parking area. (Withdrawn from <br />Planning Commission June 13, 1989). <br />Tabled at Planning Commission meeting September .12, 1989. <br />Chairman Thomas read a letter from the Safety Director giving an update <br />of the situation of the Star Lounge which is located in the Nemeth building <br />(see letter attached). Councilman Wilamosky advised that the council has <br />voted to send a letter to the Bo.ard ef Liquor Control advising of the number <br />of verifiable violations at the bar, but there has been no response as yet; <br />he is not sure if the liquor license has been renewed. The forester's <br />report recommended that an earth mound be constructed on which should be <br />planted with S to 6 foot pine or spruce trees offset 8 to la foot on center.; <br />that the northern end of the mound not be too wide so as not to harm the <br />root systems o-f the neighboring trees and shrubs; that there should be no <br />clearing of the area marked for future development; that he wants to mark <br />all trees which are to be saved before the lot is cleared; and that the <br />garbage containers be moved to the northeast corner of the parking lot in <br />order to save more trees. Building Commissioner Conway explained that <br />when the building permit was issued for the expansion into another unit, <br />they did have a few extra spaces and they stated that they were not ex- <br />panding the seating, however when it was discovered that there were ad- <br />ditional seats they were cited because they did not have enough parking <br />spaces. He further advised that although he did not know the exact number <br />of spaces needed, this plan exceeds what is actually needed. Mr. and Mrs. <br />Nemeth were present. Chairman Thomas advised them that the Commission's <br />main concern is the impact that the Star Lounge is having on the neighbors <br />and pointed out that he has seen 30 or 40 motorcycles parked in about 10 <br />spaces. Mrs. Nemeth advised: that the expanded parking is also for the other <br />stores,"not just the bar; they will agree to all the foresrer's recommendations
