. <br />W • , „? ? . <br />. <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-OCTOBER 10, 1989 <br />I , ROLL CALL : <br />Chairman Thomas called the meeting to order at 8;15 p.m. <br />Present: R. Bierman, R. Bowen, B. Gorris, G. Knight, and J. Thomas <br />Absent: M. Betts and T. Morgan <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner Conway, <br />Consulting City Engineer Cesen,and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />Chairman Thomas advised that the review of the minutes of September 26, 1989 <br />will be deferred until the next meeting. <br />III. BUILDING DEPARTMENT REQUESTS: <br />Chairman Thomas stated that item number 1, Therm-All would be heard later in <br />the meeting since one representative is not present. <br />2) Chester's Restaurant (Biskind Development Company), Great Northern <br />Corporate Center, Country Club Blvd. <br />Proposal to construct a restaurant. <br />M. Mize, Biskind Development Company, and Mr. Koury, owner, presented <br />plans for the 9,200 square foot restaurant which also includes the access <br />road onto Great Northern Boulevard that was previously required by the <br />city. A variance will be required for signage (16 square feet) and, <br />depending on the Building Commissioners ruling, variances will be necessary <br />for either 17 or 34 parking spaces. He further explained that this restau- <br />rant includes a larger food preparaticn area than most restaurants have. <br />Mr. Mize presented a colored rendering of the building and landscape plan, <br />explaining that the parking lot lighting will be a duplicate of that at <br />the Radisson Inn. He presented copies of a Corporate Center Parking <br />Accumulation Study showing the parking used at various peak times as well <br />as a list showing current code parking, variance parking, shared parking, <br />and landbanked parking. They are currently undertaking a traffic impact <br />study which will show the effect of the new access road on the existing <br />traffic. City Engineer Cesen stated that this proposal will be affected <br />by the EPA ban on sanitary sewer connections, explaining that at this time, <br />the city believes that building permitscan be issued providing that the <br />developers are aware of the fact that they may not get a sewer connection. <br />Mr. Koury stated that he would still like to go forward with the approvals, <br />but they might have to alter their construction dates if the ban is not <br />lifted. Assistant Law Director Dubelko stated that since the city was <br />only advised of this ban on Monday, he has no idea when the issue will be <br />resolved. Mr. Gorris would like a plan showing exactly where this building <br />will be in relation to other buildings in the center. It was explained <br />that it will be located where a parking structure was planned previously <br />and that the Council has approved the change to the preliminary land use <br />plan.
