Knight, and <br />unanimously approved. Mr. Mize was advised that he should apply to the <br />Board of Zoning Appeals for their next meeting. <br />3) Davis Animal Hospital, property located between 20728 and 30810 Lorain Rd. <br />Proposal to construct building. <br />T. Liggett, architect, presented plans for the earth tone office building <br />with visitor parking in the front and employee parking in the rear; mounding <br />and existing vegetation will buffer the residential property to the rear <br />and a landscape screen will buffer the parking area adjacent to the residence/ <br />business to the east. Building Commissioner Conway advised that for this <br />size office building ten parking spaces would be required, however a med- <br />ical building would require 5 spaces per doctor, but this would seem to <br />be light for this type of facility. Dr. Davis advised that all medical <br />wastes are disposed of according to EPA regulations. In reference to the <br />future structures noted on the plans, Mra Liggett stated that the front <br />building could be attached to this building for additional office space, <br />and the other might be used as a separate facility, but there are no def:i- <br />nite plans for this construction. The city forester has reviewed the plan <br />and made several suggestions: plant 5 pin oak and S Austrian pine trees <br />on the earth mound; landbank 4 parking spaces on the east property line <br />leaving the natural vegetation; add 4 Norway maples in the 5 foot planting <br />space; change pin oak to red oak on the south property line by the side- <br />walk; and finally, he advised that no trees are to be removed from the <br />area where future building plans are indicated. Mr. Liggett had no problem <br />with these suggestions, but pointed out that the parking lot might have <br />to be expanded if the practice is expanded. There are two parcels which <br />will have to be assembled, and Mr. Cesen will have to check'if the property <br />is split zoned. Mr. Thomas suggestefl that the front parking spaces be <br />moved back in order to increase the landscaping along Lorain Road and the <br />future parking in the front could also be moved back. Mra Liggett explained <br />that the building will be mostly brick, the dumpster enclosure is board on <br />board fencing; and no other fence is planned. Mra Roswurm, the neighbor <br />to the east, was advised that there would be no outside kennels and that <br />the building in the rear might.never be built, and the spaces to the east <br />which are to be landbanked at present could be used if needed in the future. <br />Dr. Davis was also advised that the EPA ruling would apply to his building. <br />J. Thomas moved to refer the Davis Animal Hospital property to the Archi- <br />tectural Board of Review, to Safety an d Engineering for their comments, <br />and we. also attach a copy of Dave Wendell's recommendations and would like <br />to incorporate all of these recommendations in this development and would <br />point.out`:to the Architectural Board of Review about the landbanking of <br />the five parking spaces and we ask the Architectural Board of Review's <br />recommendatfons for increased green space in front of the Davis Animal <br />Hospital Building on Lorain Road and request that the Engineering Depart- <br />ment advise if these lots are split zoned or of one zoning classification <br />when this proposal returns to us, seconded by B. Gorris, and unanimously <br />approvede <br />4) The Atrium Apartment Homes, property located south of I-480, west of <br />S.R. 252 and north of lots facing Butternut Ridge Road.
