! <br />-•- <br />PLANNING COMMISSION OCTOBER 24, .1989 PAGE 4 <br />Mr. Franz. advised that O.D.O.T. had authorized 3 access points for that <br />section of 252. He agreed to present a plan showing their possible <br />accesses, but maintained that it. might be misleading since it would not <br />be definite. P1r. Stogsdill, architect, advised that the plans have been <br />revisecl as requested by rhe Commission: the basketball and volleyball <br />courts have been replaced with a small landscaped park with benches; <br />another park area with a fountain has been placed at another location; <br />the compactor has been eliminated and several dumpster have been located <br />around the complex and screened with 6 foot wood fences; the water feature <br />closest to Butternut Ridge has been removed, a circle entry was created, <br />the covered bridge eliminated, but the decorative steeple will remain; <br />the clubhouse has been moved cZoser to Great Northern Boulevard; the <br />swimming pool has been moved back, away from Butternut Ridge to a point <br />which is .10 feet lower than the street and behind an existing line of <br />trees; and the water feature closest to Butternut Ridge has been removed <br />and this area will be landscaped and will have park benches and orna- <br />mental lighting. He has talked with the forester regarding the 50 foot <br />buffer part of which has existing trees and they will be adding Austrian <br />pines, white pines, blue spruce, pin oaks, red oaks, and arborvitae in <br />the areas that are not dense. Regarding Mr. Gorris's request about <br />how much of this development could be seen from Butternut Ridge Road, <br />Mr. Stogsdill admitted that he really was not sure of how to do this, <br />but presented a composite showing the existing homes and the way these <br />buildings will impact,on the neighborhood. He pointed out that the <br />building closest to Butternut Ridge Road was 300 feet away and was dir- <br />ectly behind the cemetery which has many large trees along the rear. <br />He further stated that by the time you take the 10 foot drop in grade <br />into consideration, the top of the garage ridge line would be seen and <br />possibly.15 feet (or the upper story) of:ithe 35 foot buildings would be <br />visible. The materials of the second story would be brick and wood <br />siding, the same as the first floor. He further advised that they will <br />retain the one water feature even if it cannot be used as a retention <br />system and stated that it would be enclosed with a wrought iron fence. <br />Mr. Morgan believed that there should be more brick and.less wood siding <br />on the building stating that it would appear that the brick is mainly on <br />the chimneys. Mr. Stogsdill explained that since there is a lot of in <br />and out variations ci.n the front of the building, they were trying to <br />feature the brick toward the front and use the siding in the recessed <br />areas. After looking through their brochure on other complexes, Mr. Morgan <br />observed that these facilities seemed to have more brick and would like <br />more brick on these structures. Mr. Stogsdill agreed to take this into <br />consideration and further advised that the garages.will be brick and sid- <br />ing and some of them will have brick on the end walls. Air. Gorris requested <br />a definite plan for the screening to shield this building from the resi- <br />dents on Butternut Ridge Road and to shield the apartment residents from <br />the proposed adjacent office complex. Mr. Stogsdill responded that they <br />are waiting for the tree survey and have talked with the foresrer. If <br />they cannot move the buildings slightly to save certain trees, they <br />would be willing to transplant some of the trees, there will also be <br />green areas at the ends of the driveways, some. mounding done where the <br />natural vegatation is sparce in the buffer areas; foundation plantings, <br />and the small park like areas. In reference to the access points, Mr. <br />Thomas advised that this developer has been asked to do a traffic study <br />at their entrance, they have not.been asked to do this for the entire <br />complex.
