Mr. Thomas explained that the Architectural Review <br />Board is an advisory body to the Commission. Mr. Mize presented a plan <br />of the entire site as requested previously. J. Thomas moved to approve <br />the proposal to construct Chester's Restaurant at the Great Northern <br />Corporate Center on Country Club Boulevard, permitting the developer to <br />chose the type of landscape tree that he wishes, not that we are ignoring <br />the Architectural Board of Review's suggestions, but are taking them <br />under consideration and appreciating their input, seconded by R. Bierman, <br />and unanimously approved. <br />4) Davis Animal Hospital, property located between 30728 and 30810 Lorain Road <br />Proposal to construct building. <br />Heard by the Architectural Board of Review October 18, 1989. <br />Chairman Thomas stated that the Architectural Board had only recommended <br />that the 14 arborvitae be planted as originally planned along the land- <br />banked parking spaces. Mr. Gallagher, Architectural Board of Review, <br />had suggested that the owner consider using the metal hallite lighting <br />instead of high pressure sodium. Mr. Liggett, the architect, explained <br />that this suggestion was made because the sodium might darken the building <br />and they do intend to use the metal hallite. Mr. Bierman asked if Dr. Davis <br />might not have an opinion about how he wants his building to look at night. <br />Chairman Thomas pointed out that it would appear the metal hailite was <br />only a suggestion, not a recommendation, and the choice would be his. <br />In the Safety Department report, the Fire Departinent stated that further <br />development of the rear property might necessitate the installation of <br />a hydrant. R. Bierman moved to approve the proposal to construct a <br />building between 30728 and 30810 Lorain Road along with the recommenda- <br />tions of the Architectural Board of Review and with the provision that <br />the developer has the right to use whatever light he choses, seconded <br />by T. Morgan, and unanimously approved. <br />5) The Atrium Apartment Homes, property located south of I-480, west of <br />S.R. 252 and north of lots facing Butternut Ridge Road. ' <br />Proposal to construct apartment complex. <br />Tabled at the Planning Commission meeting of October 10, 1989. <br />A1r. Biernian questioned if there was a plan for the office/hotel complex <br />of Developers Diversified whic.h he believed:was requested at the last <br />meeting and which had been presented previously in reference to the <br />court judgement. Mr. Morgan also believes that the Commission should <br />see a plan showing all curb cuts. Mr. Franz, Developers Diversified, <br />stated that they had a plan of the three curb cuts on S.R..252; however, <br />he believes that there is some confusion because a plan was submitted <br />which showed one possible development that would work underneath the <br />entry, but this was not an approved plan. Assistant Law Director Dubelko <br />stated that there was only a map attached to the judgement entry which <br />outlined the four basic parcels. Mr. Morgan also recalled a plan that <br />was submitted in reference to the court case. He believes that the <br />Commission should see a plan of the entrances off 252 since the property <br />is being developed piecemeal, and it could end up with several entrances.
