CITY OF NpRTH OLMSTED <br />ARCHITECTURAZ BOARD OF REVIEW <br />MINUTES - MAY 17, 1989 <br />I. ROLL CALL: <br />Acting Chairman Zergott called the meeting to order at 5:10 p.m, <br />Present: B. Zergott and T. Gallagher, TZrs. Case arrived at 5:45 p.m. <br />Also Present: Clerk of Commissions B. Oring, <br />II. REVIEW AND CORRECTION OF MINUTES: <br />T. Gallagher moved to approve the minutes of April 19, 1989 as they stand, <br />seconded by B. Zergott, and unanimously approveds <br />III. SIGNS: <br />Heard with building planse <br />IV. OLD BUSINESS: <br />No items. <br />V. NEW BUSINESS: <br />1) Centerior Energy Corp (Cleveland Electric Illuminating Co.), property <br />located on the south side of Lorain Road, west of Charles Road. <br />Proposal to construct the Crystal Substation <br />(Heard by the Board of Zoning Appeals May 3, 1989). <br />Referred by Planning Commission May 9, 1989, <br />D. Beursken, S. Louie, and R. Pomeroy, architect, represented Centerior <br />Energy, and presented a colored rendering and a revised site plan and <br />landscaped plan showing the facility set back 55 feet as recommended <br />by the Planning Commission. Mr. Beursken advised that they found out <br />that they did own additional property to the rear and could move the <br />station back. Mr. Pomeroy advised that the chain link gates shown, would <br />be visible from Lorain Road, but because of the wind factor, they could <br />not install solid gatesa The fence will be dark brown, 18 guage solid <br />metal with natural cedar rails, but the paint number will have to be <br />supplied later (before the Planning Commission meeting). In response to <br />Mr. Gallagher's questions, they advised that the.re would be no PCB's and <br />the facility wi11 meet the new codes. The 7 foot high chain link fence <br />around 3 sides of the facility will have 2 strands of barbed wire. Since <br />there were no amounts of plants shown on the landscaped plan, Mr. Zergott <br />specified that there should be: twenty forsythia plants in two gallon <br />containers (to be placed in a lawn area); the desiduous trees shown on <br />the plan should probably be 2 inch caliber crabapple; and the foundation <br />plantings should be twenty four 18 to 24 inch taxis, browneye. Mr. Pomeroy <br />stated that they could riot have any trees that would grow too high, but <br />there would be some 8 feet Austrian pines along the east side of the <br />station and may mound some of the area in the front and plant linden trees. <br />In reference to the lights, Mr. Louie explained that there would be a <br />standard post type luminair on.the front; 400 watt flood lights (mercury
