CITY OF NpRTH OLMSTED ARCHITECTURAZ BOARD OF REVIEW MINUTES - MAY 17, 1989 I. ROLL CALL: Acting Chairman Zergott called the meeting to order at 5:10 p.m, Present: B. Zergott and T. Gallagher, TZrs. Case arrived at 5:45 p.m. Also Present: Clerk of Commissions B. Oring, II. REVIEW AND CORRECTION OF MINUTES: T. Gallagher moved to approve the minutes of April 19, 1989 as they stand, seconded by B. Zergott, and unanimously approveds III. SIGNS: Heard with building planse IV. OLD BUSINESS: No items. V. NEW BUSINESS: 1) Centerior Energy Corp (Cleveland Electric Illuminating Co.), property located on the south side of Lorain Road, west of Charles Road. Proposal to construct the Crystal Substation (Heard by the Board of Zoning Appeals May 3, 1989). Referred by Planning Commission May 9, 1989, D. Beursken, S. Louie, and R. Pomeroy, architect, represented Centerior Energy, and presented a colored rendering and a revised site plan and landscaped plan showing the facility set back 55 feet as recommended by the Planning Commission. Mr. Beursken advised that they found out that they did own additional property to the rear and could move the station back. Mr. Pomeroy advised that the chain link gates shown, would be visible from Lorain Road, but because of the wind factor, they could not install solid gatesa The fence will be dark brown, 18 guage solid metal with natural cedar rails, but the paint number will have to be supplied later (before the Planning Commission meeting). In response to Mr. Gallagher's questions, they advised that the.re would be no PCB's and the facility wi11 meet the new codes. The 7 foot high chain link fence around 3 sides of the facility will have 2 strands of barbed wire. Since there were no amounts of plants shown on the landscaped plan, Mr. Zergott specified that there should be: twenty forsythia plants in two gallon containers (to be placed in a lawn area); the desiduous trees shown on the plan should probably be 2 inch caliber crabapple; and the foundation plantings should be twenty four 18 to 24 inch taxis, browneye. Mr. Pomeroy stated that they could riot have any trees that would grow too high, but there would be some 8 feet Austrian pines along the east side of the station and may mound some of the area in the front and plant linden trees.
