CITY OF NORTH OLMSTED <br />BOARD OF BUILDING CODE APPEALS <br />MIPZLT`CFS. - JULY 27, 1989 <br />I. ROLL CALL: <br />Chairman Burk called the meeting to order at 7:45 P.m. <br />Present: J. Kazak, J. Konold, B. Schulz, and R. Burk <br />Absent: D. Spoerke <br />Also Present: Building Commissioner Conway and Clerk of Commissions Oring. <br />II. 1ZEVIEW AND CORRECTION OF MTNUTES: <br />The review of the minutes of June 14, 1989 was deferred until the next meeting. <br />III. COP4HIJNICATIONS : <br />No items. <br />IV. HEARINGS: <br />1) Erwin J. Glatz, 24200 Beech Lane <br />Request appeal of the order of the Building Commissioner to demolish an <br />addition to a gar.age. Hearing request Chapter 1131.05(a). <br />Building Commissioner Conway explained the violations on the garage addition: <br />lumber used is laminated 1 by 4 inch in variable lengths fixed together by <br />nails, the code requires a minimum 2 by 4 inch construction; roof and floor <br />joists do not conform to code which refers to N.F.P.A. tables for allowable <br />spans for.roof and floor joists and does not mention approval of splicing <br />members,the only way he could accept the splicing together of a struc- <br />tural member in that manner would be by an engineering design. Based on <br />these objections and other items in the inspector's letter the structure <br />was cited and ordered to be removed. The home owner has appealed in order <br />to state his case before the Board and is claiming that the structural part <br />of the addition has been in place since 1984. Mrm Conway further explained <br />that when.Mr. Glatz started to side this structure this year, a complaint <br />was made to the Building Department who then determined that there was no <br />building permit arid the structure did not conform to code. This structure <br />is to be used for the storage of firewood, and the floor is just dirt, <br />which Mre Conway advised is not a code violation but does allow entry to <br />rodents. Chairman Burk administered the oath to Mre and'Mrs. Glatz, and <br />their neighbors, J. Wagner, C. Jackson, Mr, and T'Irs. Sommervilleg all of whom <br />stated that. they had no objection to the structure. A4r. Burk read a letter <br />from G. Fanta, a resident of 24188 Beech Lane, who also advised that he did <br />not find the addition unfavorable in any manner. Mr. Glatz advised that <br />he would replace the spliced rafters with solid treated rafters; replace <br />the current studs with solid 2 by 4 inch treated studs; and will reside <br />both the garage and the addition with a vinyl siding. Mr. Conway advised <br />that to comply with code he will have to put in roof inember (joists) spaced <br />at 16 inches on center; install 2 by 4 inch which are in one piece under- <br />neath the p]ates tosupport the joists; the bottom plate would have to be a <br />pressure treated plate; the window would have to be scraped, sanded, caulked, <br />etc, to make them operable and weather tight, and that the viny]_ siding <br />could be placed over the existing material. He further advised that the <br />logs on the ground would be condusive to rodents and a hard surface floor
