<br />Chairman Bugala ealled the meeting to order at.7:30 p.m.

<br />J. Helon moved to accept the minutes of October 4, 1989 as writ.ten,
<br />seconded by J. Helon, and unanimously appxoved. • • ,
<br />1. Chester.'s Restaurant, 25000 Country Club Blvd., Great Northern Corporate Cer?ter
<br />Request for variance.(1123.12). Request variance for 17 parking spaces to lie
<br />shared parking. V.iolation of Ord: 87-93, Section 1161.06. ATso request vari-
<br />ance for 16 square foot of sign area to install ground sign; also request 10
<br />foot variance for area of sign (base exceeds 25%.of sign face).- Violations of Ord.' '87-93, Section 1163.06(f)-2. . Chairman BugaTa called all interested parties before the Board. T1ie oath was
<br />administered to Mr. Mize, Biskind Development Company, and Councilman McKay. '
<br />Mr. Mize presented a syriopsis of their parking study of the entire'Corporate
<br />Center and explained that they are required to-provide 167 parking spaces;
<br />they are requesting to provide 150 new spa.ces arid use 17 existing office build-
<br />ing spaces a's shared parking. The analysis indicates .that the peak parking
<br />demand at noon would only require 33 parking spaces, the peak evening hours;
<br />would be after 5:00 p.m. at which time there would be 600 parking spaces avail-
<br />able from the office building., Councilman P4cKay is concerned because these
<br />office spaces are also shared by the Pierre Radisson Inn. 11r. Mize pointed
<br />out-<.that their aiialysis shows that when all rooms are full they never used more
<br />than 70% of their parking spaces; their parking accumulation study for the
<br />center showed that at no t-ime did they have less than 160 parking spaces avail-
<br />able. Councilman McKay questioned if there might not be a problem when phase3 .
<br />of the Corporate Center is completed since this would remove some of-the parking
<br />in this area. Law Director Gareau stated that if they did not have enough
<br />parking at a later date, it would be their problem and also:pointed out that
<br />the existing'Chester's at another location did share parking with a ho:tel.
<br />Mr. Mize further advised that they would.like to remove 4 parking spaces in
<br />front in order to increase their green area in the front to 9 feet, thus they
<br />would be providing-146 new spaces. It was decided to vote on the parking
<br />variance separately. T. Restifo moved to grant a variance for Chester'-s
<br />Restaurant at 25000 Country Club Boulevard, a variance for 21 parking spaces
<br />to be shared parking, seconded by J.'Helon-. Roll call on motion: Restifo, no. .
<br />Helon, Gomersall, and Bugala, yes. Motion passed. Variance granted. Regarding ,
<br />the signs, Mr. Mize explained that they are requesting a 16 sguare foot variance
<br />for total sign area; they are allowed 175 square fPet by code and would lik.e
<br />to use 191 plus the addi.tional 10 square feet because the base of the ground,
<br />sign exceeds 25% of the area of_the sion. The face of the ground sign con-
<br />forms to code. He advised that there would be a sign on the awning aad a
<br />an aluminium channel letter neon sign on the?side'of the building; fihese'
<br />signs were'.approved in concept by the-Architectural Board of Review. He stated
<br />that the ground sign is needed to attract attention of the northbound traffic
<br />on Great Northern Boulevard since the restaurant is located between two fairly
<br />tall structures: Mr. Bugala has no problem with the monument -s.ign, but he .
<br />does have a probl.em with the wall sign. P1r.. Mize pointed out"that.this ,
<br />sign actually faces the hotel,not Great Northe"rri-Boulevard and also that it
