Gorris, and unanimously <br />approved. <br />4) Great Northern Plaza North (Biskind Development Company). <br />Proposal for exterior renovation to parking area. <br />Tabled at meeting of April 10, 1990. <br />Mr. Papandreas, Biskind Development Company, explained the plans for the <br />first phase of the complete renovation of the entire retail campuse The <br />next phase, to be presented at the next meeting, will deal with the mall <br />area, but will exclude the area west of the May Company since that had <br />been previously approved.and should be implemented by the end of July. <br />The proposal for this phase will include renovations to the lighting, a <br />complete site rehabilitation, revision of circul.a.tion patterns, and <br />modifications to the ring road including concrete curbing. The curve <br />on the ring road near the Lorain Road entrance will be straightened out <br />thus improving traffic safety and adding some additional parking where it <br />is needed the most. The dead end aisles will be eliminated. Half of the <br />existing light poles will al.so be eliminated and new poles will be in- <br />stalled along the ring road which will further help to define it. The <br />new lights have been increased to an.average of.3.3 foot candles (pre- <br />viously they were approximately 11 to 1 foot candle), but this lighting <br />will be controlled and directed down. The existing 2,098 parking spaces <br />are now under.code, but will be increased to 2,382 spaces (this includes <br />some employee parking in the rear, but does not include the Finast parking, <br />nor a segment which is in this area, but in reality belongs to the mall. <br />He further eYplained that these new parking spaces will be 18 by 9 feet <br />(60 foot modules) which will account for some of the additional spaces, <br />but they have also added spaces by more efficient use of the area. The <br />one way exit (adjacent to Chi-Chi'shas been eliminated on the advice of <br />their consultant and is not shown on this plan, however they are now evalu- . <br />ating the situation and might possibly keep it. It was clarified that the <br />9 by 19 foot parking spaces are being suggested for the new Zoning Code <br />revisions, however a variance will be required for them to be implemented <br />at this time. Mr. Papandreas advised that they would like to start this <br />work this year, but that may not be possible, and that .the May Company <br />work would not necessarily be coordinanted-with the proposed May Company <br />expansion plans. He also stated that he-did have informational packets <br />on the mall improvements if the members wanted them, however, these are strictly for information at this time and could be revised. Mr. Thomas <br />suggested that discussion on this proposal be postponed until after the remaining items could be heardo Mr. Papandreas agreed. <br />5) Barlow Plaza, 30572 Lorain Road <br />Proposal to construct an addition to existing retail building. <br />Tabled at meeting of April 10, 1990. <br />Mr. Acciarri, architect, presented revised plans showing arborvitae planted <br />on a mound, 3 foot on center, along part of the north property line and <br />continuing along the eastern line. It is his contention that a living <br />fence would be more appropriate than a wood fence in this area. In <br />reference to the complaint that the property.was being over developed,.= <br />they have eliminated the proposed relocated garage and have moyed the <br />ma.intenance building 65 feet away from both the ea.st and north property <br />11?k,
