The owners are currently negotiating with an insurance claims <br />adjuster for a drive in claims office. Mr. Acciarri pointed out that <br />88% of the land in the rear of the shopping center building would re- <br />main green with only 12% used for the accessory buildings. The loading <br />zones have been relocated to conform to code and the dumpster relocated <br />further away from the residential property. He has met with the neighbors <br />to attempt to solve some of the problems. In reference to the grade on <br />the property, the new addition will be placed at the same level as the <br />existing plaza. Assistant City Engineer McDermott stated that this <br />would normally be the preferred method. Mr. Acciarri pointed out that <br />Mr. McDermott had not had a chance to review these plans, but explained <br />that they will be levelling tliis Lot so that the grade is consistent <br />with adjacent property. He maintains that the neighbors' main,complaints <br />were about policing the property because of skateboarding.on the parking . <br />lot and the tenant in the house that is to be demolished. They mainly <br />wanted fencing and bufferinge Mr. Thomas believed that there will be <br />a security problem behind the maintenan.ce building and that a fence <br />should be installed pointing out that because there is green area be- <br />hind it, the police could not patrol. Mr. Acciarri suggested extending <br />the driveway about 15 feet behind the building to allow access for police <br />cars and also offered to install security lighting. It was clarified that <br />the maintenance building would be 18'feet 6.inches high to the peak and <br />the finished floor would be 5 feet lower than the floor of the plaza. <br />Mr. Thomas stated that the out building might act as a buffer between <br />the plaza and the residences, but Mr. Bierman saw no need for a storage <br />building, pointing out that no other shopping centers have them. Mr. <br />Morgan agreed. P4r. Gorris maintained.that it would be difficult for the <br />Building Department to police the use of this building, and that it was <br />conceivable that a bar could be put in that building. Mr. Conway pointed <br />out that if someone,other than a tenant, would use the building for <br />storage, a non-conforming storage buildzng would have been created; and . <br />that since the.building is there, it would be possible to put in 10 more <br />parking spaces and bring the interior up to code in order to use it for . <br />more retail space. Mr. Thomas pointed out.that this is a light retail use <br />under this ownership, but the ownership could change, and even if the <br />Commission imposed conditions on the use, thes.e.are frequently forgotten . <br />or overlooked in the future. In response to the suggestion that a storage <br />area be incorporated at the back of the'main building, Mr. Acciarri ex- . <br />plained that because of the drop in the grade to the rear of the.property, there would be some serious grading problems: Mr. Orlowski pointed out <br />that it would appear there is a 12 foot drop from the front to the, back of <br />the property.. Mr. McDermott advised that the entire lot is zoned Gener.al <br />Retail. R. Hayden, son=of the developer and owner of Westlake Floor Company, <br />stated that to install a fence would mean removing'some trees and.he be- . . <br />lieved that the arborvitae would be more satisfactory. He further stated <br />that he had no intention of selling this property. He asked what size <br />maintenance building would be acceptable. Mro Acc3.arri stated that they <br />could cut the maintenance building back to 1800 feet. Mr. Thomas stated <br />that the Commission did have concerns about this going to a re.tail use, <br />and would prefer that no'maintenance,building be constructed..
