T
1
CITY OF NORTH OLIā¢fSTED
? PLANNING COAiMISSION
PIINUTES-JANUARY 9, 1990
I. ROLL CALL: ?
Chairr.ian Thomas called the meeting to order at 8:00 p.m.
Present: M. Betts, R. Bierman, B. Gorris, and J. Thor.ias
Mr. Bowen arrived at 8:10 p.m.
'
d??!
Uvb /v
?
?
Also Present: Assistant Law Director Dubelko, Building Commissioner Conway
Assistant City Engineer McDermott, and Clerk of Commissions Oring,
II. REVIEW AND CORRECTION OF MINUTES:
Mr. Morgan stated that Mr. Betts was absent at the meeting of December 12th,
not present as shown under the Roll Call. T. Plorgan moved to approve the
minutes of Planning Commission for December 12, 1989 as corrected, seconded by
B. Gorris, and unanimously approved.
Chairman Thomas advised that the Carla Lane Lot Split, shown under Section IV,
had been withdrawn until the next meeting. The neighbors present for this
hearing were upset since they had been notified. Assistant City Engineer
McDermott explained that the attorney representinv the owners had called and
advised that he could not be present.
III. BUILDING DEPARTNiENT REQUESTS:
1) Brendan Lane Shopping Center, 23609-23657 Lorain Road
Proposal ta construct new building on existing shopping center site.
Mr. Draeger, architect, advised that RitLi Realty, the owner of the shop-
ping center, has finally been able to obtain the vacant 45 foot wide, 135
foot deep parcel immediately to the east of the shopping center and they
would like to expand their center. The 2680 square foot addition would
require two variances, 1 for parking and one for the set back. They had
chosen to come before the Planning Commission prior to attempting to get
these variances in order to get some idea of what would be acceptable to
the Commission. He pointed out that the owners would have to determine
tlie feasibility of buying the property based on the amount of square foot-
age they could add. Building.Commissioner Conway advised that with this
plan a variance for 19 parking spaces would be required, but some of the
proposed spaces adjacent to Lorain Road would apPear to be only 18 feet
deep versus the 20 ieet required (they could not be extended because the
drive was only 19 feet wide); one existing space on the Brendan Lane
side of the property requires cars to back over the sidewalk; no loading
zones are shown; and the drive around the eastern end of the buil3ing
might not be adequate for Fire Department equipment. Mr. Conway explained
that the par.king for the existing building is based on a structure under
1,200 square feet, but with the addition, the building would be over
1,200 feet and parking would be figured differently. Mr. Draeger suggested
that they could remove 831 square feet, widen the drive, and a variance
for fewer parkin, spaces would be necessary. He would like to take this
back to the owner to see if this would be feasible, pointing out that
there are two tenants interested in the space at this time. He further
