PLANNING C011MISSION JANUARY 9, 1990 PAGE 2
. 1
pointed out that the existing 20 foot drive around the rear of the
building had worked for 14 years. Mr. Draeger again requested.that the
Commission give him some direction as to what would be acceptable. Mr.
P4organ suggested they could take off the front 10 feet of the building,
and 30 feet off the rear, but pointed out that the Commission does not
grant variances and is not sure if the Commission can advise him if it
would be feasible for him to return with a scaled down plan. Mr. Conway
stated that there are no loading zones on the property now and 2 zones
would be required if the building would be over 10,000 square feet.
Mr. Bowen observed that some trucks do unload from the front at present.
It was decided that Mr. Draeger would withdraw this proposal and return
to the Commission with a scaled down addition prior to going to the
Board of Zoning Appeals. Mr. Thomas stated that there should be more
room around the building for a fire truck to turn around and that handi-
capped parking would be required. r1r. Draeger withdrew the proposal
until the next meeting.
2) Valvoline Instant Oil Change, 24866 Lorain Road
Revised plans to construct building (originally approved by Planning
Commission on July 26, 1988)0
Mr. Bradshaw, representing Valvoline, explained that they had not pro-
ceeded with the previously approved proposal because there had been
difficulty closing on the lot. They have now taken title of the property
and are now presenting revised plans showing a smaller, 1,200 square foot
building which is not as deep and only has two bays instead of the four
originally approved: Building Commissioner Conway explained that origi-
nally the Architectural Board had recommended changing to a white brick
instead of the gray which had been proposed. T4r. Bradshaw explained that
this light gray. is their standard building color, and since there are now
other buildings with this same gray brick in North Olmsted, he thought
perhaps there had been a policy change. Mr. Conway advised that the land-
scaping appears to be the same. Mr. Thomas suggested that the proposal
should.be referred to the city forester again, as well as to the Archi-
tecutral Board, because there had been a point of contention with the
forester's recommendationsv Mr. Morgan pointed out that there had also
been a problem with a maple tree which could not possibly have been saved
because it was in the driveway. M. Betts moved that the Valvoline Oil
Change revised plan be referred to the Architectural Review Board, to
Dave Wendell, the forester, and to the Safety Department, seconded by
J. Thomas, and unanimously approved.
3) Applebee's Restaurant, 25863 Great Northern Plaza North (easternmost
corner and rear elevation of Plaza North, unit 2A).
Proposal to add store fronts. to existing building.
Mr. Rust, architect,.explained that this would be the second Applebee's
location in the Cleveland area. AZr. Conway stated that the proposal
appears to be satisfactory. Mr. Papandreas, representing Biskind Develop-
ment, clarified that this space was the remainder of the original Designer's
Depot unit after Kid's "R" Us took a portion leaving 5,750 square feet
vacant. He reminded the Commission that they had previously approved the
site improvements in this area which included green area and defined the
ring road and parking around that corner. There will be facades on the
