Mr. Gorris is concerned <br />about both vehicular traffic and pedestrian traffic at this heavily <br />traveled corner, since the entrance will open right onto the sidewalk <br />which is adjacent to the ring road. He believes that customers will park <br />in the r4ay Company parking area and cross the road to the restaurant. <br />Mr. Papandreas stated that the predominate parking will be to the south <br />with the southern entrance as the primary entrance. He suggested that a <br />stop sign could be installed at the intersectiona It was suggested that <br />a stop sign could be installed at that intersection. It was suggested <br />that the southern entrance could be moved west, but that would not be <br />compatible with their proposed sun room and the service entrance which <br />is adjacent to the screen wall where dumpsters, etc. will be located. <br />P1r. Rust stated that they had discussed clipping off the corner of the <br />building so that there would be a 45 degree angle. Mr. Papandreas ex- <br />plained that this was suggested because of the possibility of problems <br />with the swinging doors which would swing out onto the pedestrian sidewalk, <br />not because of conflict with vehicular traffic. He does not believe that <br />this situation is much different from the rest of Plaza North, except <br />that these doors will not be recessed. After some discussion, AZr. Rust <br />agreed that the entrance on the east could be eliminated and used only <br />as a fire exito PRr. Betts and Mr. Morgan are still concerned because the <br />door opens onto the 10 foot sidewalk which is immediately adjacent to <br />the ring road, pointing out that drivers would not be expecting pedestrian <br />traffic in that area. It was.decided that some kind of barrier (wall, <br />fence, etc.) could be placed in front of the door. Mr. Papandreas <br />suggested bollards, but children could run through those. After some <br />discussion it was suggested that a planter could be placed at the entrance <br />which would direct customers away from the street. In reference to the <br />previously approved parking lot improvements, Mr. Papandreas explained <br />that the phase 2 improvements (in the area of Applebee's) will be completed <br />by the end of July. Mr. Gorris believed that there should be some con- <br />sideration of sidewalks along the rear portion of Plaza North and cross <br />walks should be installed since this area is being developed. It was <br />decided that Mr. Papandreas should address this during the discussion of <br />the next agenda item which he will be presenting for Biskind Development <br />Company. Mr. Gorris wants the previously approved site improvement plan <br />forwarded to the Architectural Board with these plans so they can have an <br />overall view of the area. B. Gorris moved to refer the Applebee's <br />Neighborhood Grill and Bar proposal, 25863 Great Northern Plaza North, <br />the easternmost co.rner, rear elevation of Plaza North known as unit 2A, <br />to the Architectural Review Board for their input and to the Safety Depart- <br />ment for their input and also would like the site improvement plan of <br />this rear area forwarded along with the Applebee's plan; and also it is <br />our understanding that when this goes to the Architectural Review Board, <br />that the eastern entrance to this establishment will be blocked off and <br />that some definition will be made to bring the traffic out to the south <br />to prevent pedestrians from bolting out onto the ring road, seconded by <br />R. Bowen, and unanimously approved. <br />4) Biskind Development Company, Great Northern Plaza North, unit 2 B. <br />Proposal to add store front. <br />Mr. Papandreas, Biskind Development Company, explained that this unit is <br />on the east elevation between Applebee's and the tux shop and is the <br />remaining portion of the Designer Depot unit and will have 1,400 square
