~ PLANNING COMMISSION MARCH 13, 1990 PAGE 7 <br />Mr. Lizanich, a neighbor on Wellesley, reiterated these same complaints <br />pointing out that if they expand this lot they will be even closer to <br />his property and his home will be further devaluated; since they are in- <br />stalling 20 foot lights, they should have to install a sound barrier <br />just as high to block the lights; and is concerned that if they have more <br />parking, they will expand the bar even more. Mr. Paris, attorney repre- <br />senting the Star Lounge, stated that there are no plans to enlarge the <br />bar; that the lighting would be directional; that the owners of the bar <br />will assure the Commission that they will hire someone during summer and <br />part of the spring and fall to police the area if the rear parking area <br />is approved; and he there would also be a natural sound barrier of trees <br />as well as the additional fencing. Dlayor Boyle advised the Commission <br />that there have been continuing problems at this location and he is in the process of getting reports from the Police Department at this time, <br />and is requesting that this proposal be continued until the next meeting. <br />He further stated that police violations have not subsided even though <br />they had promised previously to control their customers. The Council <br />had tried to withold their liquor license, but it was too late. Mr. Thomas <br />pointed out that during the winter the violations normally would drop- <br />and it was clarified that a violation or citation would mean an arrest, <br />not just complaints. Mr. Paris would also like it determined if the Star <br />Lounge was disproportionately causing problems in comparison to other such <br />establishments.and would like some investigation as to whether the com- <br />plaints are legitimate. Mra Thomas responded that he did check and the <br />bar is extremely loud and.has a troublesome crowd. Mr. Lizanich pointed <br />out that this bar was probably closer to a residential area than were <br />some of the others. J. Thomas moved to table this proposal until the <br />next meeting until the data from the Safety Department concerning the <br />number of violations and complaints on the Star Lounge are available, <br />seconded by R. Bowen, and unanimously approved. <br />VI.. COMMUNICATIONS: <br />A letter from Mayor Boyle regarding the possibility that a rairfield Inn might <br />be proposed for the Wolstein (Developers Diversified) properties. He is under <br />the impression that a full-service hotel was required under the court order and <br />is requesting that he be kept abreast of the situation. <br />VII. COMMITTEE REPORTS: <br />Positive Impact Zoning Plan: Mr. Betts explained that his committee has looked <br />into parcels with split zoning and there are some which are still vacant and <br />which should be addressed. There has been discussion of rezoning the area <br />on Lorain Road west of Stearns to a more restrictive classification. The second <br />issue was the concept of a residential-service classification for such parcels <br />as the recreation center, soccer field, city leaf dump, etc., which are used <br />for recreational purposes or vacant land which could be used for such a clas- <br />sification and which could serve for recreational uses or as open landscaped - areas for buffers. Mr. Thomas stated that rezoning the west end of town to <br />eliminate the retail corridor has been discussed for years. He will propose <br />a committee consisting of one or two Planning Commission members, as well as <br />Board of Zoning Appeals and B.Z.D. members to discuss this with the City Planner <br />and he would like this acted upon promptly. 2•ir.
