PLANNTNG COMMISSION MAKCH 13, 1990 PAGE 6 <br />May Company development to the Architectural Review Board for their input <br />and ask tnat upon return to this board, the developer consider a pedes- <br />trian sidewalk linking the lower level on the north end of the building <br />which would be at the northeast corner of the May Company building with <br />the upper level so that it comes out where Pat.Joyces restaurant is now; <br />we would also like to have some commitment as it relates to the parking <br />lot improvements that are illustrated on this plan that they will be <br />completed in approximately the same time frame as the renovation of this <br />building; that the developer present the new landscaping plan to the <br />Architectural Review Board; and that the proposal be forwarded to the <br />Engineering and Safety Departments, seconded by M. Betts, and unanimously <br />approved. <br />4) Nemeth Commercial Building, 29310 to 29352 Lorain Road <br />Revised plans to construct addition to parking area. (Withdrawn from <br />meeting of September 26, 1989.) <br />Mr. Nemeth presented revised plans showing a 6 foot stockade fence on a <br />2 foot mound immediately around the parking area and 3 directional post <br />lights. Assistant City Engineer McDermott presented a drawing showing <br />the location of the zone line since this is a split zoned lot with a <br />small portion in the rear zoned residential. He clarified that the other <br />mounding on the rear of the property was 4 feet high: at one corner, but <br />drops down as it goes north east. In response to the members`questions, <br />Building Commissioner Conway advised that he did not receive complaints <br />about the Star Lounge located in the shopping center, the Safety Director _ <br />did; that the bar only needed 20 parking spaces to correct the violation, <br />but they were proposing 47 new spaces for a total of 83 spaces; and that, <br />in the event that the bar took over the entire building, they would need <br />approximately 140 spaces. Mr. Thomas stated that he would like a report <br />on the number of complaints received by the Police Department. Members <br />are concerned that so many extra spaces are being installed, especially <br />since they are in the rear of the property and would be hard to police. <br />Mr. Nemeth responded that he is putting in those spaces in anticipation <br />of expanding his shopping center. He.stated that there is a gravel area . <br />where 20 spaces could be installed. Mr. Thomas suggested that there was <br />an area in front of the house on the same property. Mr. Nemeth maintains <br />that he lives in the house, even though his mail goes to a different <br />address, and again suggested paving the existing gravel area. He was ad- <br />vised that if he presented such a plan, it would have to be checked by <br />the Engineering Department. Assistant Law Director Dubelko r.eminded the <br />Commission that this developer had previously agreed to impose a deed <br />restriction prohibiting any building on the residential area. This <br />possibly was discussed in connection with the assembly plat and will have <br />to be researched. Mrs. Campbell, a resident who lives two doors away from <br />this property (with the fire station in between),complained vehemently <br />about the lights, noise and disturbances emanating from the Star Lounge <br />and .pointed out there were 17 families on Wellesley who were being dis- <br />turbed. She maintained that according to the Police this bar has the <br />largest number of offenses in the city; the existing fence does not stop <br />the sound; neither the firemen nor the neighbors can sleep on the weekends <br />until after the bar is closed; that they enlarged the bar without obtaining <br />permits; and since they cannot control the car and motorcycle drivers who <br />park there,now, she is questionin,g how they can control even more customers.
