.. <br />PLANNING COMNIISSION MARCH 27, 1990 PAGE 2 <br />that he had no records prior to 1982, however, at that time a drawing <br />had been.submitted showing 208 seats which has now been reduced to 150; <br />they do have permission to park on the Rad-Air lot after it is closed <br />so he has given them credit for 25 spaces there; and there would be some <br />areas on their property where a few spaces could be added. Mr. Morgan <br />suggested that, since they seem to have no problem with the parking, they <br />submit a plan showing tfie 11 spaces as landbanked, then if there ever is <br />a problem, the city could require that those spaces be used. Mr. Thomas <br />advised that they could include this information on the plan that is <br />presented to the BZD Committee of Council in order not to hold up the <br />proposal. In response to the Commission's questions, Mr. Murton advised <br />that the meters on tlie property are not operable, that they were for a <br />gas well which has been capped. The color numbers of the materials have <br />not been presented to the clerk as stipulated by the Architectural Board, <br />but they will be later. T.. Morgan moved that the exterior renovation of <br />Darby 0'Toole's be approved with the stipulation that the land be iden- <br />tified which could contain the 11 parking spaces required to meet code <br />fcr the occupancy and that this land be landbanked until such time as it . <br />is deemed necessary by the city or by the owners that it should be used;._ <br />this proposal must be consiste.nt with the recommendations of the Architea- <br />tural Board of Review and with the further understanding that the.canopy <br />will not.be lit, seconded by B. Glorris, and unanimously approved. - <br />2) May Company, Great Northern Mall .m <br />Proposal to construct addition and exterior renovation to building. , <br />Heard by the Architectural Board of Review March 21, 1990. <br />Ms. Dodovich, architect, presented plans.and advised that they would be <br />including the recommendations of the Architectural Boazd of Review in <br />their landscape plan. She presented a drawing of theā¢proposed sidewalk <br />and stariway connecting the lower level of the parking lot with the <br />upper level as suggested previouslyo She explained that a retaining <br />wall would be required because of the 20% grade and.they are,concerned <br />because the walk could present some safety and maintenance problems and <br />could be a liability. She maintainted that people rarely walk around - <br />the outside of the mall and usually use the interoir to get from one <br />level to another. She also has a concern since the walk would cross two <br />service drives,and because of -these problems and the cost factor, they <br />prefer not to install a pedestrian sidewalk and presented pictures of <br />the area.showing the situation. She further stated that.she could find <br />nothing in the Zoning Codes requires this so she could justify the ex- <br />pens,e to the owners. Members believed that the cost would be negligible <br />considering the total cost of the proposal, but aft.er a lengthy discussio.n, <br />it was decided not to pursue this issue, In the pictures the members did <br />notice an unenclosed dumpster and agreed that it should be enclosed, but <br />it was determined that it belonged to the mall, not to the May Company.-:_ .- <br />In reference to the proposed revised parking plan, rir. Conway advised <br />that Mr. Papandreas of Biskind Development Company has stated that the <br />changes whieh have lieen app,roved by the Planning Commission iaill-be com- <br />pleted as soon as the weather permis. He also understands that they-have <br />a commitment with May Company to complete the parking lot renovations. . <br />J. Thomas moved to approve the proposal to construct an addition and . <br />exterior renovation to ria.y Company's building9 incorporating the sugges- <br />? tions of the Architectural Board of Review on March 21, 1990 and hereby <br />described in their plans, seconded by T. Morgan, and unanimously approved.
