-, <br />=1 <br />PLANNTNG COMMISSION . MAY 8, 1990 PAGE 2 <br />were areas cut out o_f the parking lot which were apparently left for <br />trees which subsequently died, so he would like them to consult with <br />the city forester in order to save any trees that are on this property. <br />Neighbors, Mrs. Wersma and Mrs. Walsh, stated that they have met with <br />the architect'and are pleased that the detached building has been <br />removed, but they agreed that they would prefer an 8 foot fence. Mr. <br />Acciarri pointed out that the grade drops down at least 4 to 5 feet so <br />ther.e would be some additional height. 'Mr. Thomas advised that there <br />have been problems with other 8 foot fences that are in the city now. <br />Mr. Morgan stated that because of the grade,headlights would shine <br />about 13 feet off the ground.in the rear. Mr. Thomas pointed out that <br />this would be behind the rear yards of the homes and the lights would <br />not shine into homes. Building Commissioner Conway stated that since <br />the plans had been submitted this evening, he had not been able to <br />verify the parking. Mr. Acciarri advised that they believe that .they <br />have enough parking and do show some landbanked spaces. Assistant City <br />Engineer McDermott did meet with Mrs. Walsh regarding the drainage and <br />inspectors have visited the site as well. They did not believe that <br />Barlow P1aza was contributing to the drainage problems. Mr. Acciarri <br />further advised that one dumpster should be suff icient for this building. <br />He also stated that since the landscaping for this building will be the <br />same as the existing, they will be submitting photographs of the present <br />landscaping. In reference to the fence he advised that it would be <br />treated lumber or cedar and that the owner of the building would be re- <br />sponsible for maintenance. Mr. Thomas stated that the Commission <br />appreciated their cooperation in the changes.that have been made, J. <br />Thoma.s moved to refer plans for Barlo Plaza, 30573 Lorain Road, to the <br />Architectural Review Board for their input, and ask that the developer <br />provide a detailed landscape plan to the Architectural Board and also <br />refer the proposal to the Safety and Engineering Departments. We further <br />request that they consult with the forester concerning saving the exis- . <br />ting trees, seconded by T. Morgan, and unanimously approved. <br />3) Great Northern Mall (Biskind Development Company <br />Proposal for exterior renovation to parking area.. <br />Informational packets explaining the parking lot renovations for the <br />mall as well as showing the previously approved areas for the entire <br />retail campus had been sent to the members by Mr. Papandreas, Biskind <br />Development Company. He explained that this was to give an overall view <br />of all of the site improvements including the area of the May Company <br />and their proposed expansion. He advised that the secondary aisles will <br />be eliminated; 120 parking spaces will be added; parking spaces will be <br />angled with one way aisles; new light fixtures will be installed and re- . <br />located closer to the interior of the property (the number of fixtures <br />will be r_educed); the ring road will be de.fined by the lights and by <br />curbs in most areas; and there will only be 3 way intersections at the ~entries, not 4 way (although there will bestop signs at certain points along <br />the ring road). He further explained that the new lighting plan will <br />increase the lightin.g levels, eliminating some of the dark areasand the <br />energy management system will allow uniform control of all lighting <br />throughout the'site. Mr. Gorris questioned wher.e the hard curbing would <br />be verses the striped curbing. Mr. Papandreas pointed out the var,ious. <br />areas of curbing and landscaping and agreed to present a plan pirt-pointing <br />the raised areas on both the Ma.ll and the Plaza.
