2) Stemmer Auto Body, 29930 Lorain Road <br />Proposal to construct 1 bay addition to garage. <br />Referred by Planning Commission May 8, 1990. <br />Mr. Sterruner, owner, presented plans. Chairman Thomas explained that <br />the Architectural Board had recommended that the existing brick be <br />cleaned, that additional landseaping will be required and a new plan <br />will be presented to Mr. Zergott, that the existing sign be moved <br />somewhat, and that the facia be returned 10 feet ori the west wall and 2 <br />feet on the east wall to hide the mushroom unit. Mr. Stemmer had no <br />problems with the recommendations. Building Commissioner Conway <br />advised that if the parking along the side of the building is installed <br />at a 45 degree angle no variance will be necessary. Mr. Stemmer agreed <br />to do that. The members had no questions or problems with the <br />proposal. J. Thomas moved to approve the proposal to construct a.l bay <br />addition to the Stemmer Auto Body garage at. 29930 Lorain Road <br />incorporating all the suggestions of the Architectural Review Board <br />made on 14ay 16th, as well as the suggestions by our Building <br />Connnissioner to adjust the parking to a 45 degree angle and agreed to <br />by Mr. Stemmer, seconded by B. Gorris, and unanimously approved. <br />4) North 0]msted Parks and Recreation Department, (Heard at this point) <br />Barton-Bradley Soccer Fields <br />Proposal to construct picnic shelter. <br />T. Fattler, Director, presented plans and explained that this would be <br />a pre-packaged picnic shelter which will adjoin the playground. It <br />will be used by the Soccer Association and for picnics. Mr. Fattler <br />pointed out.that such a facility is needed also for protection during a <br />storm. He advised that the shelter would host about 8 tables; wi11 be <br />paid for by the Parks Department; and will cost approximately $5,500.00 <br />not including the foundation and labor. In response to questions, <br />Building Commissioner Comaay advised that if this were a- coinmercial <br />project, hard surface parking and drives would be required, however, <br />the City does not have to follow the Zoning Codes, Mr. Thomas believed <br />that since the Barton-Bradley field is becoming a permanent sports area <br />other issues must be addressed: paved drives and parking spaces (to <br />eliminate people parking on grass, berms, etc.) and safety <br />features such as traffic signs and crosswalks. He believed that this <br />sliould be addressed before money is spent on the shelter. Mr. Fattler <br />responded that there are several of these issues that are being <br />addressed. The Safety Department is looking into putting in safety <br />features and some money has been allocated for them. The Service <br />Department will be installing a ditch and a fence, but until that <br />occurs it would not be advisable to put in parking, because they would <br />be working on this areae There would not be enough money available to <br />put in an asphalt lot, but they are planning to.provide a level hard <br />area for pa.rking. Providing crosswalks would be up to the Engineering <br />Department. He considers that the shelter is needed for safezy in the <br />event of storms. Mr. Thomas advised that whenever a project comes <br />before the Commission, they like to see an entire plan, showing what is <br />proposed, what future proposals are being considered including the <br />ditch and fence, any signage, parking, etc. and also an elevation of <br />the shelter. Mr. Gorris stated that he did not believe it was <br />necessary to bring this before the Commission, and it was done as a <br />courtesy:,..Assistant Law.Direct.or. Dubelko advised that the proposal did <br />have to go before the Commissidn for approval according to the Charter, <br />however, the..City is• not subject to the Zoning Codes. Mre Thomas <br />clarified that they,are not asking that,the parking area be.asphalted, <br />?r <br />2 ?.
