but would like to lmow how many parking spaces there would be. Mr. <br />Betts assured Mr. Fattler that the Commission would like to work with <br />him on this project, since developing recreational areas ha.s been a <br />major objective with some of the members. Mr. Fattler stated that he <br />did not believe the installation of the shelter would impact these <br />things, but he agreed to withdraw his proposal and present a more <br />complete plan at the next meeting. An adjacent neighbor, Mr. Schumay <br />stated Barton and Bradley Roads could not handle any more traffic tran <br />it has now, traffic is frequently backed up to Lorain Road. He <br />complained about people parking in his drive, juveniles having had <br />beer parties late at night in a previous shelter, and the junk and <br />debris generated by the people who use this facility. He suggested <br />that a pick up point be designated at the gate pointing out that there <br />have been accidents, and he is concerned that there could be more, <br />Mr.Jecker, another neighbor, stated that before money is spent on a <br />shelter there should be a complete plan especially addressing safety <br />issues. Mr. Fattler scated that there are other departments which are <br />involved in some of these other areas and he cannot address these <br />issues at this time. He will withdraw the proposal and re-submit it <br />at the next meeting. <br />3) Great Northern Mall (Biskind Development Company), <br />Proposal for exterior renovation to parking area. <br />Continued from meeting of May 8, 1990. <br />Mr. Papandreas, representing Biskind Development Company, presented revised plans showing the raised curbs as had been requested. In <br />reference to the suggestion that an electronic surveillance 1Ue <br />installed with this renovation, he advised that they surveyed several <br />enclosed malls in the area, and also consulted with a consultant. <br />Only one mall had a surveillance system. The preliminary results <br />showed that such a system would only reduce one of their security <br />people and they would further need people to man the central security <br />station twenty four hours a day. The consultant advised that the <br />cameras should be mounted on the building, not on the poles, which <br />would be less expensive, more easily maintained, and more effective. At <br />this point such a system is not to their advantage, however they can <br />implement one at a later date if deemed necessary. In reference to the <br />plan he explained that this will be a complete site rehabilitation, <br />with the exception of the Sears lot which was done last year. This <br />plan specifies which area are raised concrete curbs, mainly in the area <br />where there is directional change in the ring road, where light poles <br />or hydrants are located, and, in general, every fourth or fifth curb <br />will be raised. As previously mentioned new lighting will be installed <br />which will be pulled in away from the perimeter of the site so there <br />will be less chance of light spilling out onto the public streets; and <br />will emphasize the ring road. Most of the landscaping will rema.in as <br />is, but there will be grass in some of these areas. Plan shows <br />landscaping in some of these areas, but probably that will be grass. <br />The May Company expansion is not shown on this plan, but is item nunber <br />10 in the packet that was submitted. Mr. Papandreas stated that they <br />have lost about 90 parking spaces in this area and that the 75 degree <br />parking spaces was the most efficient plan. City Engineer Deichmarm <br />pointed out tha.t the parking area in the northeast corner outside the <br />ring road has 5 access points to the ring road. He is questioning if <br />this could be a problem since the ring road curves at this point. Mr. <br />Papandreas responded that their consultants were trying.to avoid 4 way <br />3
