?, . <br />association. He presented additional plans and elevations. Assistant <br />City Engineer McDermott does not lrnow exactly when the drainage project <br />is to be completed. City Engineer Deichmann advised that the county has <br />asked for some minor modifications to. the drainage work which has not <br />been completed. Mr. Fattler explained that the:existing pavilion is 12 <br />by 20 feet excluding the restrooms which.are part of the same structure. <br />They plan to enclose this open area for a storage area after the <br />proposed pavilion is erected. There are approximately 55 to 60 parking <br />spaces on the property belonging to the Parks Department, but there is <br />some parking on the adjacent property where the ecology center is <br />locatedo After the construction of the ditch this area should be more <br />definede Mr. Morgan pointed out that the 55 to 60 cars is inadequate <br />and Mr. Fattler stated that during a tournament it is possible that 150 <br />to 300 cars are possible, however, he does not believe that they can <br />provide parking for the tournament needs. There are some tentative <br />plans for a pedestrian bridge to the back fields. Mr. Thomas suggested <br />that any approval given this project specify that sa.fety issues be taken <br />into consideration by Council, that the Service Department indicate how <br />much property they actually need, and that a permanent plan for the <br />fields should be developed. Mr. Fattler clarified that no lighting was <br />planned at this time and that some grills will be added. J. Thomas moved <br />to approve the construciion of a new picnic shelter in Barton Bradley <br />Soccer Field with the following recomnendations to City Council: <br />with the construction of this picnic shelter that Council take into <br />consideration the safety issues that ha.ve been brought up in the recent <br />meetings. The Recreation and Service Departments have made a good <br />effort to providing solutions to those problems, mainly crosswalks and <br />wooden barriers, but we believe that the Safety Conunittee of Council and <br />Council as a whole should ta.ke tmder advisement that this area, Barton- <br />Bradley Park, is becoming.more and more dedicated toward recreational <br />use and that the City must provide for the people who use that park, <br />dedicated areas.for parking, crosswalks, permanent signage that w?-ill <br />warn increasing traffic the presence..of children at play, as well as <br />future consideration as to traffic flow and preventing cars being parked <br />on private property. We would also like, in the future, as improvements <br />are being considered for Barton Bradley that the Planning Cotrnnission be <br />advised and permitted to review any plans that would concern parking in <br />particular. We also recommend that the earthen mound should be removed, <br />that gaved or hard surface parking (possibly gravel) should be provided. <br />(Mr. Thomas clarified that some of what they will be doing would require <br />Commission approval, but would like to be advised that they are making <br />r,?inor improvementse), seconded by M.
