?. <br />? <br />,? • . <br />-? _ <br />Mr. Acciarri, architect, presented pTans for the one story, 8,700 squa.re <br />foot retail building. He explained the owners are in discussion with a <br />video store who might use 6,000 square feete They are also negotiating <br />with the bank to the west in order to have a cross over easement which <br />would allow access across adjacent pa.rcels to Sparky Lane, in that event <br />the southernmost drive would be either eliminated or be changed to a <br />right turn exit only. The entrances to the building would be from the <br />Best entrance drive, requiring left hand turns into the building thus <br />creating more congestion in the already congested area. It was <br />questioned if both entrances were necessary; and if the size of the <br />development and the amount of black top is compatible with the lot. The <br />members agreed that if they are considering cross easements an expanded <br />site plan showing all the pareels should be presented.. Mre Acciarri <br />explained that the Best purchase agreement required5 parking spaces per <br />1000 feet which exceeds the parking requirements of the City. Assistant <br />Law Director Dubelko advised that his department wo.uld like to study <br />tfiese covenants in conjunction with what the city requires. BuiTding <br />Comunissioner Conway, advised that the code woulcl require 8' less spaces. <br />There will be other restrictions on the propertg, including a height <br />restriction and the prohibition of some types of businesses. It was <br />suggested that they consider eliminating the southernmost drive or else - <br />Teaving the existing island intact and using the drive, as a right hand? <br />turn only out of the. property; and including additional landscaping ' <br />perhaps by landbanking some parking spaces. There is concern tfiat the <br />future use of this parcel conform to the contiguous areas. riembers <br />agreed that this should be tabled until the requested information was <br />submitteda T. Morgan moved to table the proposal for the Carter Plaza <br />until thz next meeting and ask that the developer provide the Best <br />covenants to the Law Department for its review particularly as it <br />relates to parking; that the developer provide a site_plan that shows <br />the contiguous or adjacent parcels within 500 feet of this property; and <br />that the developer look again at the internal traffic pattern which may be able.to eliminate the southernmost driveway, seconded by R. Bowen, <br />and unanimously approved. <br />3) The Chand Builcli.ng, 30033 Lorain Rd. <br />Proposal to construct an office building. (Existing house to be <br />demolished. <br />Mr. Margulies, designer, and Mr. Chand, the owner, explained that the <br />14,000 squa.re foot office building TJOl]ICl be 2 stories above grade with a <br />basement level which will have about one third of its height above <br />grade;at this time it is being presented as storage area because of lack <br />of parking. However, Mr. Chand is negotiating with the adjacent <br />property owner to acquire more property for parking in order to use the - <br />l:ower level as an office. Assistant C.ity Engineer McDermott advised <br />that the entire lot is zoned General Retail. Building Commissioner <br />Conway pointed out that no loading zone or handicapped spaces are shown. <br />Mr. Nlargulies advised tha.t they would consider landbanking spaces and <br />further that they will be installing board an board fence along the rear <br />since most of their parking is in the back. City Engineer Deichmann <br />advised that there will be some revisions necessary to the leeching bed <br />plans. Mr. Sanders, Mr. Diehl, and Mrs. Benedict, neighbors to the rear, <br />all had complaints about the drainage in the rear of their own property <br />2
