In response to Mr. Thomas's questions, he advised that his house was <br />about 400 feet back from the road. Mr. Taylor, a resident of Clague <br />Road, pointed out that a traffic count in August showed 2,700 cars a day <br />passing the intersection of rlastick going north or south on Clague, any <br />traffic exiting onto Clague Road that close to Brookpark would be a <br />hazard. He maintained that in the morning they are trying to move <br />about 398 cars through a 13 second traffic light in one hour. Mr. <br />Nichola, resident, questioned why the City was considering any new <br />construction until the existing drainage and water problems are fixed. <br />He further questioned if Westlake and Bay Village were aware of this <br />development since they would be affected by the water run off and <br />questioned if there should not be an environmental impact study on this <br />property, and wondered if the Commission would mind if he contacted the <br />federal government Chairman Thomas responded that this proposal is <br />legal and there is nothing to prevent a developer from developing his <br />property; that the Commission was concerned about the impact on the <br />neighborhood, and they would not object to his bringing in the federal <br />government. Mr. Lynn, a resident on Mastick, advised that in the past <br />it took the city a year to correct a flooding problem on one property, <br />and wondered what problems this would bring;..would like a fence in the <br />buffer; questioned if the driveway was a legal width; if the county <br />ditch would be affected. He was advised the the driveway was legal and <br />the drainage would have to be addressed by the Engineering Department. <br />Mr. Manford, Clague Road, believes that phase 2 should be an issue since <br />it will generate even more cars; and questioned if there was to be. a <br />traffic light. It was determinecl that this drive on Clague was about 180 <br />feet from the light at tfie intersection. Mrs. Reznicek, Mastick.Road, <br />is also concerned that the wood burning fireplaces in the units should <br />be brought to the attention of the E.P.A. and suggested that an access <br />onto Brookpark Road would relieve the traffic problems. Assistant. Law <br />Director Dubelko stated that Brookpark Road was limited access and <br />application would have to be made to the State, and it would be <br />difficult to. get it. Members of the audience advised that recently a <br />developer did get access, and believed that origina.lly the limited <br />access for ozily a 20 year period. rfr. Dubelko will look into this. Mr. <br />Skoulis, Ntitchell Drive, was told 2 years ago that Brookpark Road was <br />still limited access and arrl request f.or access must be initiated by the <br />City and approved by O.D.O.T. rls. Hartzell, Mastic Road, pointed out <br />that more police protection would be needed for their area. Mr. Toyama, <br />Clague Road, lives right behind the clubhouse and is concerned about <br />buffering. Mrs. Durkin, Mastick Road, suggested that Shore West build. <br />luxury homes in the area that would be more compatible to the <br />neighborhood. City Engineer Deichmann .advised that there are <br />modifications being made, to the sewer plant to relieve the odor <br />problems. Chairman Thomas explained to the developers that because of <br />the impact of this pro.ject on the area far more information would be <br />needed including some projections for phase 2; a traffic study; <br />projections of their target_market, (perhaps a senior citizens building <br />would be preferable); possibility of access onto Brookpark Road, with <br />the possibility of eliminated the Clague and Mastick entrances; whether <br />they plan dumpsters or compactors; lighting plans; traffic control and <br />flow within the complex. Mr. Bollinger indicated that they would be <br />willing to present this information. The Commission requested that the <br />Engineering Department request a copy of the traffic study that was made
