Mr. <br />Chand stated he walked the rear area from his property to.Chestnut School, and <br />the ditch is filled up in certain areas. Mr. Orlowski is concerned that by <br />moving the leeching bed they will be changing the elevation Mr. Margulies <br />responded that it would not be moved that fara They show 10-landbanked parking <br />spaces and. are not sure how many spaces would be needed for tenants, , but <br />believe that Mr. Chand would only need about-3 or 4 spaces for his office. If <br />they will not need all the proposed spaces, they would be willing to come back <br />to the Commission for permission to landbank more spaces prior to paving the <br />lot. Mr. Chand pointed out that there could be mechanical problems with a ptunp <br />or problems with a power failure. Mr. Margulies believed that re- creating <br />the ditch could possibly be the answer to the drainage problems. Building <br />Comnissioner Conway clarified that the parking was based on the office space <br />on the first and second floor, the lower level is considered storage. Mr. <br />Gorris questioned how the city can make the developer use the lower level for <br />. storage, since this is a small lot, and the Corrnnission is asking them to <br />landbank parking spaces. Assistant Law Director Dubelko stated that this <br />would be a matter of enforcement, and the owners would have to conform to the <br />parking requirements. Mr. Margtil.ies stated that they have discussed trying to <br />buy an additional strip of land on the adjacent property to use this level for <br />office. He pointed out that the parking that is shown as landbanked is that <br />which was required for the storage area. Mr. Conway clarified that for a <br />storage area 1-parking space is required for every 650 square feet of area. It <br />was determined that 8 parking spaces were required for the parking area. Mr. <br />. Gorris wou3d like to see the landbanked parking spaces indicated on the plan. <br />-- It was clarified that the fence would be board on board. Councilman Nasher <br />. would still.like more definite information on the drainage, and.it was agreed <br />- that this information could be forwarded on to the B.Z.D. -Committee. Mr. <br />Sanders, a neighbor, stated tliat.they have a drainage problem now, and would <br />like to lmow how he can get the ditch cleaned out. Mr. Diehl sulxni.tted a soil <br />study and explained that soil taken from this property would be of one <br />character and that on adjoining properties are of a different character, and <br />the report notes that the drainage is poor in the surrounding developments. <br />He believes that a percolation method of drainage would not be feasible, even <br />if the ditch is cleaned out. After studying this report, he believes that <br />pumping the. water to Lorain Road would be the only feasible_method. Mr. <br />Deichmarm advised that the Engineering Department does have this information. <br />Mr. Bohlmann, Service Director, stated that this ditch will be cleaned out <br />this fall, but there are problems getting easements into the area from either <br />the aommercial or residential area. In the future, he would like the <br />Conuni.ssion to request.that developers be asked to culvert over the.ditches and <br />to get easements. Mrs. Benedict, another neighbor, was advised by Mr. <br />Margulies that the air conditioning units would be screened with a mansard; <br />and also that the parking area would remain at the existing grade, but there <br />water would be drained into a series -of catch basins. Regarding purchasing <br />property from his neighbor, Mr. Chand advised he has talked with the owner, <br />and right now it does not seem like the deal will go through. Mrs. Benedict <br />was advised that the neighbors would be notified if Mr. Chand developed this <br />property in the future. Mr. Thomas assured the neighbors that the Engineering <br />Department would make sure there would be no additional Hrater run-off onto <br />their property. R. Bierman moved to approve the proposal to eonstruct an <br />office building at 30033 Lorain Road, subject to the recommendations of the <br />Architectural Review Board and also that the Engineer's reconunendations <br />3
