_, . <br />It was clarified that if the fence around the water features conform to code <br />no variance would be required, but that the Commission would like to see the <br />plans for the fence after it is approved by B.Z.D., but, before the proposal <br />goes to -Council. Mr. Gorris reiterated that the Conunission did not <br />necessarily want a 6 foot chain link fence. Mr. Conway explained that the <br />code did not mention height of the fence specifically, so it would be up to <br />him to make that determination, but. there are federal -guidelines for 6.feet <br />which he will not deviate from. Mr. Thomas suggested that mounding with a <br />fence on top equaling 6 feet- might be used, or a variance could be requested. <br />Mr. Cameratta, the developer, stated that he would like the wrought iron, but <br />would have to get cost estimates on it. Mr. Conway stated it was his <br />understanding that the Architectural Board did want to see the colors, but the <br />developers would not have to attend the meeting, merely present the colors and <br />materials. <br />6) Carter Plaza West, property located between Gastown Gas Station and First <br />Federal of Lakewood (in front of Best's). <br />Proposal to construct retail building. <br />Tabled by Planning Commission on October 17, 1990. <br />Mr. Acciaxri, architect, presented revised plans and explained that .they could <br />not get access through the southerri portion of the bank property. They are <br />now attempting to get access through the banks property on the north side and' <br />then across the property of the adjacent parcel; at present they are proposing <br />two alternate accesses onto the property, either a curb cut on Lorain Roacl, <br />adjacent to the west property line, or an access off the Best drive (about 80 <br />feet from Lorain Road), which will allow left turns into the property <br />(concrete island will be removed). It was pointed out that the light on the. <br />west wall of the building will shine on the adjacent bank property,. and that <br />the loading zone wa.s not accessible. Mr. Acciarri stated that Best has agreed <br />to allow them to landbank 7 parking spaces which would open up. the loading <br />zone. The. covenants regarding their agreements with Best had just been <br />presented to Assistant La.w Director Dubelko, but he believed that the.Zoning <br />Codes would take precedence over this agreement and the Commission would have <br />the the right to require more landscaping even if that would necessitate using <br />some of the parking required by those covenants. Mr. Betts is concerned that <br />the area where this drive goes into the Best property and Brookpark Road <br />Extension would be hazardous. He suggested that they show the enti.re Best <br />property and how these 6 lanes of traffic would be handled. Chairman Thomas <br />requested that. they present a plan showing Best traffic flow, Brookpark <br />Extension traffic flow, as well as the adjacent drives on Sparky Lane, <br />pointing out that this area is a.traffic nightmare as it stands now. City <br />Engineer Deichmann offered to supply traffic counts for this area. Mr. Betts <br />advised the architect that there would not:be much support for another curb <br />cut on Lorain Road, and believes that since this building will be so.visible. <br />the west elevation should be improved upon. Mr. Gorris would like additional <br />green area especially between between this building and the bank since the <br />access will not be allowed. He further pointed out that there will be doors <br />opening up on the ba.ck where there will only be 5 feet of property. Members <br />agreed that this is over development of the lot. J. Thomas moved to table <br />this. proposal tmtil the Commission receives additional information from the <br />developer, seconded by R. Bierman, and unanimously approved.
