f? <br />7) Shore West Apartments, property located south of Brookpark Road,. west of •Clague Road, and adjacent to the rear property lines of lots on the north side of Mastick Road. <br />Proposal to construct-apartment complex.: <br />Variance granted on September 5, 1990. . <br />Tabled by Planning Commission on October 9, 1990. After the last meeting the Chairman had given the developers.a list of,what <br />the Commission would like to see. Chairman Thomas sunnnarized what the <br />developers ha.d been asked to do: investigate the possibility of access from <br />Brookpark Road; asked Law Department to look into a Brookpark access; provide <br />more drainage and water retention details; ?provide information on buffering <br />including buffering during construction; questioned how refuse removal would <br />be handled; questioned security considerations, lighting, access, traffic <br />control; asked for a traffic impact study on Clague Road; asked about how the <br />variance for the height difference.from 35 to 39 feet would be addressed; <br />requested information an phase 2 of the development; asked for information on. <br />deed restriction for split zoned property. City Engineer'Deichmanri submitted <br />a report (included in file) which addressed several issues pertaining to this <br />development: the peak flow of the sanitary sewers would result in the pipe. being a little over.half full (this sewer has.not been inspected recently, but ' <br />there is no record of recent complai.nts _of_ basements flooding from sanitary sewer); developer will be asked to replace.the existing ditch with a covered <br />storm sewer and will have to comply with existing storm water retention- <br />requirements; since soil type in this area does appear an a supplemental list - <br />of soils w-hich have hydro-components, a wet lands inventory must be made and <br />if any.wet lands are found, -a permit must be obtained from the Army Corp. of <br />Engineers; and he further pointed out that noise levels in excess of 50 D.B.A <br />after nine p.m. would be.a violation, therefore the proximity of the pool and . <br />clubhouse to the property line would be a concern. Regarding traffic, a signal <br />, warranting analysis should be considered for the Clague-Mastick interseetion <br />which the developer should be required to pay for, as well as-the cost of the <br />signal if needed. City Engineering Deichmann explained that this traffic study. was based on the traffic count by the County Engineer's office and the <br />analysis was done tmder the guidelines established by the Institute of <br />Transportation Engineers. The Engineeri.ng Department concluded that this development would not wa.rrant access onto Brookpark Road, and further because . of the possibility.of a new east.bound I-480 Clague- Brookpark Road.ramp from <br />I-480 :to Brookpark Road, the 1,300 feet between Clague Road and the I-480 <br />bridge should be kept as clear of access points as possible. They also <br />believed that, with some minor changes, the proposed development. will have minimal impact on the area's traffic safety and total vehicular voltunes. <br />Accordding to Mr. Deichmann, the traffic study submitted by Shore West and <br />prepared. by John David Jones and Associates, Inc. came to approximately the <br />same conclusions, but without the emphasis.of the possibility of a new off <br />, ramp.. He advised that this off ramp. would take about half of the. Phase.2 area <br />arid a portion of the phase 1 area. Mr. Ttiomas stated that the residents did <br />have an informal meeting with the developers of which Planning Commission was . never advised,but that any agreement reached at that meeting would have no effect on what the Corrunission would require. Mr. Kaczmar, architect, explained <br />plans; . the .buildi.ng would now be 35 feet high with 2 z stories elim-i nating the <br />need for variances; roadways are located on the internal area of the site; <br />fencing will be included where_ traffic abuts adjoining property, but buffering in other areas will be 4 or S foot high mounds with dense vegetation (much of <br />which is existing) including evergreens, many are large trees which will be ? ? 6 <br />
