' .. <br />saved; swimming pool -and.clubhouse ha.ve been relocated.to the. north side of the main entrance drive and further.away from adjacent.properties (this area . <br />will be fenced along the adjacent.property line);. clubhouse contains leasing <br />office and will be a security feature (other- .security features._ have.not been <br />determined as yet); 132 Lmits are planneel for_.phase.l,- if phase 2 is ever <br />developed (State is considering entrance ramp. at thi.s point) it.,.would have, <br />about 30 tmits. Mr. Saylor, engineer, explained property is flat, drainage <br />not too good, they propose to provide storm sewers on the site to a retention system along Brookpark Road to to be discharged to culvert Lmder Brookpark <br />Road. Regarding the wetlands issue, he stated that there are 3 criteria to <br />determine wetlands: a hydric soil, be inundated for a certain period (possibly <br />2 weeks) with ground water to the surface, and must have certain plant life. <br />The soil in this area is not on the list of hydric soil, but is on_the. <br />supplemental list of non-hydric soil which may support wetlands. Mr. Kaczmar <br />explained that dumpsters'will.be enclosed with decorative masonry walls and <br />gates and will be handled by a private company; decorative light fixtures.will. blend with project; traffic study was submi:tted and basically agreed with the. . <br />City Engineer's conclusions; internal traffic will be controlled with traffic <br />signs; site plan has been revised to eliminate loopwith one way traffie which . <br />they believe is a better traffic pattern; a preliminary plan for phase.2 has . <br />been submitted, however those plans are indefinite; developer will probably agree to whatever deed. restrictions are required.by the city; and reiterated ... <br />they are not requesting any variar.ces for the project: In response to the - <br />member's question he advised that the pool and outdoor recreation was screened <br />by the clubhouse (it was determined that, this area. was.zoned multi-family.);. <br />tha.t in going back to 2z story buildings there would be lower- level apartments <br />partially,below grade; that access.drives are on single family zoned property;•. <br />? and that parking for clubhouse is 20 feet from the zone line. Regarding the <br />-' wetlands criteria, Mr. Deichmann. clarified National Wetlands.Inventory..Map <br />"does not show this area to_be a wetlands,. but there is a disclaimer which <br />-indicates there could'be diserepancies, but the soil survey does show that- <br />` this site is composed of a Mahonin,g silt loam with- a grade. of 0.to 2%, and <br />that soil type does appear on the supplemental list published by the Cuyahoga <br />Soil and Water Conservation District and does require that the site be <br />. examined. The Army Corp of Engineers % could do this, but it coul.d take up to six years to get the results, but this survey could be done by other bodies. <br />Mr. Dubelko advised that if the City Engineer stated that there:cotild be.a potential wetlands problem in this area; it is inctunbent on tne developer. to give the city information ttiat ' would verify if the area -was. or. -was. not . considered wetlands, prior to any Planning Commission approval. Mr: Thomas is concerned about the developer hiring the•consultant to ma,ke this.determination <br />Mr. Bollinger, . representing Shore West, sta_ted that he would -be willing to <br />hire someone from a list supplied by the Engineering Department if there were.more than 2 or 3 consultants. Mr. Deichmann mentioned a few possible entities <br />who could do this study, and pointed out tYiat when a previous study was, done-. <br />some areas that were as small as .03'acr.es which he3d plants that were hydric.. <br />and were found to be wetlands. It was mentioned that i.n.Lorain.County there- <br />was an area where a$1,000.00 per day fine was being imposed by the Army Corp <br />of Engineers. Mr. Saylor advised that-the Army Corp. of Engineers publishes a <br />list of acceptable people to preform.these studies. Mr. Deichmann wilT obtain <br />this list and work with the developer. Mr: Ttiomas asked the audience to <br />address only the new information that was provided tonigHt. R. iNoble, a <br />resident of Clague Road and a former Service Director, advised that a <br />restriction exists in the sanitary sewer between.Grace Road and the Waste <br />7
