<br />Water Treatment plant where a 48 inch pipe goes into a 36 inch pipe which ? <br />resulted in sewage backups in May 1989 when sewage backed up into a home; also a resident at the corner of Clague and Mastick Roads has constant sewage <br />backup in his basement during heavy rains; and on the north side of this <br />property the sewers come together in a'`T" and runs straight across this <br />property to the Waste Water Treatment Plant, causing much of the backup in the <br />St. Brendan area. He concluded that this development would be right in the <br />middle of two problem areas. In reference to the traffic problems, he pointed <br />out that a Traff-Pro study named the Clague Brookpark intersection as one of <br />the 10 most hazardous intersections in North Olmsted; he pointed out that the <br />city had received a grant to address this problem and believes this should be <br />done prior to putting more traffic into this intersection. He also questioned <br />the traffic study that only 47% of the traffic would be using •Clague Road as an exit point, considering most of the traffic would be working downtown. Mr. <br />Taylor, resident of Clague.Road, advised that there were designated wetlands <br />to the north and west of this parcel, and that the tree canopy covered that <br />parcel when the aeriai observation was made. He would prefer:that any <br />wetlands stuciy be done by a quasi-public agency, rather than by an out of town . <br />consultant; and requests that no approval be given until the developer has <br />obtained the wetlands permit and the 404 permit from the Corp. of Erigineers. <br />He explained that the 404 permit dealt with water quality and run-off. There <br />are provisions for providing replacement of the wetlands and- if the. land .is . <br />declared a wetlarid, it does not necessarily mean that the.property.cannot be <br />developed. Any studp done would have to. be reviewed by -the Arnry.Corp of <br />Engineers. Mr. Nicola pointed out' that no sidewalks were planned, nor were .. <br />there any recreationaT areas in the complex shown for children. Mr. Troibner, <br />a resident of Clague -Road, advised that there are inconsistencies in the traffic study.since one page states there will be between a 20 to 40%-increase - <br />in traffic on Clague Road, but the conclusion was that the complex would not <br />significantly effect vehicular traffic on Mastick or Clague Road. He stated <br />that there would, be 800 cars in and out of the area. He presented a'letter <br />from a real estate agent which stated that his property would be devalued . <br />because of the complex, particularly the access road across from his property <br />(see letter attached)a.Mre Vannoy, a resident of Crague Road across from the <br />proposed drive, stated that he did a survey in 1988 of the traffic at Clague <br />Road and Brookpark and another last week between 7:00 and 7:30 which shows <br />that the traffic is continuing on Clague Road making it difficult for <br />r_esidents to back out onto Clague Road. and is totally against.another <br />driv-eway onto Clague Road. He believes that this should be postponed imtil <br />the wetlands issue is resolved and pointed out that there are 6 residents all. <br />of whom live adjacent to one another who are opposed to.this. Mro Toyama, -a <br />resident of Clague (adjacent.to the proposed driveway) stated that even though <br />they have moved the clubhouse he is still concerned that there will be noise <br />froan the swimming pool. Councilman McKay would like a fence from the entrance <br />on the south to the entrance on the north, and that mounding with sYirubs: be ., <br />considered on the two exit drives. He would also like the ditch covered since <br />the City has problems getting onto private property to clean them. He <br />clarified that he would like the mounding up to the houses -adjacent to the <br />drives and.also advised that an enclosed .ditch was protecteci from tree limbs <br />etc., entering it. Mr. Deichmarm responded to several issues mentioned: the sanitary sewer in questi.on is scheduled for inspection for next year, they <br />cannot say that the tying in of this. proj.ect will not make the situation <br />worse, there are more severe problems in other areas, a rehabilitation program <br />is being done. north of Brookpark Road, he.pointed out.that his department is <br />8
