r' z <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES-NOVIIMBER 13, 1990 <br />I. ROLL' CALL : <br />Vice Chairman Betts ca.lled the meeting to order at 8:05 p.m. <br />Present: M. Betts, R. Bierman, R. Bowen, T. Morgan, and L. Orlowski <br />Absent: B. Gorris and J. Thomas <br />Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, <br />City Engineer Deichmann, and Clerk of Conunissions Oring. <br />II, REVIEW ANID CORRECTION OF MINUTES : <br />It was clarified that Chairman Thomas had requested that the letter regarding <br />real estate values submitted during the Shore West discussion be made part of <br />these minutes. T. Morgan moved to approve the minutes of October 23, 1990 as <br />they stand, seconded by R. Bowen, and unanimously approved. <br />III. BUILDING DEPARTMIIVT REQUESTS: <br />1) Carter Plaza West, property located between Gastown Gas Station and First <br />Federal of Lakewood (in front of Best's). <br />Proposal to construct a retail store. <br />PROPOSAL WAS WIT.HIDRAWN BY THE DEVEIAPER UNTIL NOVIlMBER 27, 1990. <br />2) Bretton Ridge Veterinary Hospital, 29293 Lorain Road <br />Proposal to construct addition to rear of the building. <br />Dr. Bokanyi, owner, presented plans to expand the existing facility by <br />constructing a 48 by 52 foot addition to the rear explaining that this <br />building was originally designed to handle 1,500 patients and he now has <br />4,200 patients. The existing kennels will be moved to the addition; the <br />examination rooms and surgical area will be increased; kennels will be the <br />same size but will contain fewer animals because of a different design; <br />parking ha.s been expanded. The upstairs living area over the existing building <br />will remain the same, but the addition will be one story. The exterior <br />materials will match the existing. The exercise area between the garage and <br />the back of the building will have a fiberglass roof over an existing fenced <br />in area, this 4 foot basket weave fence will be replaced with an 8 foot high <br />basket weave The animals are sometimes left alone, but if an animal is in <br />distress it is sent to an emergency hospital overnight. He will probably be <br />housing about 30 animals in the upgraded kennels, 40 could be accomodated in <br />the existing kennel. Vice-Chairman Betts pointed out that several trees are to <br />be removed to construct the new parking. Dr. Bokanyi stated that he has <br />planted all the trees on the property, but he does need all the parking shown <br />pointing out that now there are times when cars have to wait in the turning <br />lane to get into the lot. Building Commission Conway advised that 23 parking <br />spaces are required, and 26 are shown including those in the two car garage. <br />Members are concerned that there are too many spaces. In reference to the <br />fencing, Dr. Bokanyi advised that most of the rear property is fenced, the 'west property line is adjacent to a"residence and has a basket weave fence <br />1
