Mr. Schabel, the resident on the west, is concerned that more dogs <br />will be housed in the building. Dra Bokanyi reiterated that there will be <br />fewer animals in the kennel which would be moved further back from his house <br />and'there would be grass on the 10 foot side setback. Mr. Schabel has had <br />ongoing problems with the noise from the hospital since it was constructed in <br />1965. Dr. Boykani assured him that the dogs would be not be taken out before <br />10:00 o'clock on Sundays. Mr. Schabel read a letter from Dr. Boykani's <br />attorney written in 1967 in reference to his complaints about noise and also a <br />report from the former Building Commissioner giving a stmunary of the sequence <br />of events pertaining to the hospital and the decibel rating of kennel which <br />was 40 decibels at property line, and concluded that the owner of the kennel <br />lived about the kennel where it was estimated that the decibel level would be <br />about 80 decibels. The lawyer concluded his letter urging that Mr. Schabel <br />refrain from making any more complaints. Mr. Schabel maintains that he still <br />complains to the police frequently. Dr. Bokanyi believed that some of the <br />noise problem would be alleviated since the new kennel will be further away <br />from his house and he offered to put in additiona.l sound proofing in the <br />adjacent wall. Building Commissioner Conway stated that the Commission could <br />require that the wall be sound proofed to a decibel level permitted in a <br />residential area. Mr. Morgan believed that perhaps it should be lower. Mr. <br />Conway is not sure that would be possible since the rating on Lorai.n Road <br />would be at least 40 decibels. Mr. Betts would like the chain link fence <br />upgraded to a board on board type fence along the property line adjacent to <br />the residence. It was suggested that a fence be installed from the front of <br />the bUilding baclt to about where the the garage is located. Mr. Schabel does <br />not want this, he would like a higher fence located where this one is and <br />little bit farther back. Dr. Bokanyi.advised tha.t they did win a competition <br />for their landscaping in 1967 as well as a national award for the hospital <br />building. He offered to replace the three trees that must be removed. <br />Regarding the parking spaces, he would be willing to eliminate the 4 rear <br />spaces if he could put them in at a later date if necessary. The members <br />agreed that Mr. Schabel and Dr. Bokanyi could get together on where the fence <br />sliould be located, but the Commission would prefer a board on board fence. R. <br />Bierman moved to refer the request to construct an addition to 29293 Lorain <br />Road to the Architectural Review Board with the request that they pay <br />attention to the recommendations for a board on board fence on the west of the <br />lot and landbanking the rear 4 parking spaces, and adding the additional trees <br />and also to send this proposal to the Forester and the Safety Department, <br />seconded by T. Morgan, and unanimously approved. It was clarified that the <br />condition for sound proofing would be stipulated with the final approval. <br />3) B. P.
