construct an addition at 29293 Lorain Road, .Bretton Ridge Veterinary Hospital
with the recommendations of the Architectural Board of Review and also request
that the fence be submitted on the final plans, seconded by R. Bowen, and
unanimously approved.
2) Halleen Chevrolet, 27932 Lorain Road.
Proposal to install fence on property.
Heard by Architectural Review Board on November 21, 1990.
Chairman Thomas noted that no one on the P1anrLing Commission liked the chain
link fence, but the Architectural Board had agreed to a coated fence along
with some shrubs to soften it. Mr. Giesser, attorney representing Halleen
Chevrolet, advised that because the area between the fence and the sidewalk is
only between 6 to 8 inches wide, and there would be no room to plant shrubs.
Mr. Thomas pointed out that there was a wide tree lawn on that side of the
property, and suggested that they plant a few shade trees there. Mr. Giesser
concerned tfiat some types of trees would interfere with the visibility of the
cars on the lot. Mr. Thomas stated that the forester could advise them of
what type trees could be planted. Mr. Giesser stated he would not have the
authority to agree to thi.s, but did agree to have the forester look into it..
He presented a sample of the brown and green coated fence, advising that the
Architectural Board had preferred the green, and pointed out that everything,
posts and all would be coated. He presented pictures of, a similar fence at
another location. Mr. Thomas is concerned that the coating would eventually
peel off or be damaged by the cars. Mr. Bowen questioned if a 6 foot fence
were necessary. Mr. Giesser•believed that children might climb over a shorter
ferice, and further advised that the Dodge Dealership had installed a fence
. along the Recreation Center Drive to prohibit children cutti:ng through because
they had a similar situation. He stated that there were other. fences in the
General Retail District. He further explained that there would be gates at
the drives• whi-eh would be. lockecl. Mr. Morgan believed that thi.s is better than
the original proposal, but would have like something more attractive. Mr.
Giesser stated that the others were•cost prohibitive. T. Morgan moved to
approve the proposal-6 £oot fence along the Halleen property consistent with
. the reeommendations.of the ArcYiitectural Review Board relative to the green
vinyl. covered fence; and also request that the forester make some
recommendations:to the develaper relative to some trees to be planted in the
. tree lawn, such recommendations should be.forth coming to be able to reviewed
by the B.Z.D. Mr. Bierman would like a definite recommendation regarding the
trees, but it was decided to leave that up to the B.Z.D. Motion was seconded
by R. Bierman, and Lmanimously approved.. Mr. Thomas advised that a better
drawing should be. submitted to the Building Department prior to going to the
B.Z.D.
3) : Carter Plaza West, property loeated between Gastown Gas Station_and First
. Federal of Lakewood (in front of Best's).
Proposal to construct retail.building.
Withdrawn from Planning Comnission meeting of November 1.3; 1990a
Withdrawn by deveTo er Lmtil December 11, 1990.
Building Commission Conway advised that the architect will.be presenting a new
plan which has a be.tter traffic pattern at the next meeting.
2
