<br />CITY OF NORTH OLMSTED <br />. BOARD OF BUILDING CODE APPEALS <br />MINUTES - NOVQMBER 15, 1990 <br />I. ROLL CALL: <br />Chairman t3urk called the meeting to order at 7:40 p.m. <br />Present: J. Kazak, J. Konold, B. Schulz, D. Spoerke, and R. Burk <br />Also Present: Building Commissioner Conway, Building Inspector Kettle, and <br />Clerk of Comnissions Oring. <br />II. REVIE,W AND CORRECTION OF MINUTES: <br />B. Schulz moved to approve the minutes of October 25, 1990, seconded by J. <br />Konold, and unanimously approved. <br />III. COMMUNICATIONS: <br />No items. <br />IV. HEARINGS: <br />1) Larry Brinlanan, 25815 Kennedy Ridge road. <br />Request for variance for stairway to be in- violation of Section R-214 of the <br />C.A.BmO One and Tao Family Dwelling Code. <br />Chairman Burk adninistered the oath to Mr. Brinlanan. Mr. Kettle, Building <br />inspector, clarified that the stairway does not meet the minimum 6 foot, 8 <br />inch miniimun nor the minirmnn size of the treads., whic-h should be 8-4 inches <br />high and 9 inches wide, plus the nosing. The treads are at 84 inches on the <br />run 7-7/8ths on the rise. The treads should be 9 inches plus a one inch <br />nosing, but these are 94 inches including the nosing. If it is changed to a <br />proper rise and run, there would not be a enough headroom because you run into <br />a beam. The stairway was installed as close as it possibly could be to <br />maintain minimun head roam and the maxinnun amount of rise and run, no landing <br />could be installed to turn the stairs. This is a pre-manufactured house which <br />is certified by the State of Ohio, but there appears to be a problen with the <br />design. Building Commissioner Conway advised that a beam was added tmder the <br />wood, but from what he has been told, if the beam were removed it would not <br />improve the situation. Mr. Conway stated that there were several other items <br />on this house which he intends to take up with the manufacturer or the State <br />Board of Building Standards. He believes that the contractor did as much as <br />he could do to rectify the situation. Mr. Schulz had inspected the site and <br />did have a problem coming down the stairs. He stated,that an addition could <br />be built to give more room far the stairs. Mr. Conway was concerned about <br />opening up the wall because there is no way of lmowing what is inside it at <br />that point. He 'clarified that this is an industrialized unit and the builder <br />must provide a certification that it is approved by the State of 07nio. He <br />must accept this as.evidence that the house,meets all codes., Several other <br />options were mentioned, however none of them were feasible considering that <br />the house is practically finished, and that there is a completed bathroom <br />1
