Beaune stated that the viola- <br />tions were all mistakes and all lies. That he had no lawyer, but he would <br />get one. He stated that he was going to build a garage and paint the <br />porch and (the city) had better be happy-with it, that_should.be enough, . <br />(the city) had no business inside his house. He reiteriated that he <br />would build a garage and paint the porch this year and made several other <br />statements: is tired of the make believe baloney; his yard and house are <br />in better condition than others on the street; he does not know who is <br />doing the informing, but he is sick of this; he does not need to take this <br />disrespect; he is no bum; (the city) ain't got no business in my house, <br />just the outside. He repeated that he would build a garage by July and <br />suggested that (the city) go bother some else on the street who ain't got <br />a garage or who has problems with their house. Mr. Kazak pointed out that <br />there was no mention of a garage on the, list. Mr. Raymond Beaune, his <br />brother, advised that their mother left Joseph a well kept home with a <br />double garage and a monthly income. Tao and a half years ago he decided <br />to remodel the house, gutted it, and threw away the furnace, hot water <br />tank, and furniture. He explained that he and his wife borrowed money <br />to put in a new furnace, duct work, hot water tank, to pay the back taxes, <br />and to bring car payments up to date for his brother with the understanding <br />that Joseph would allow Raymond to manage.his finances. About 6 months <br />later Joseph demanded to take back his own affairs. Raymond advised that <br />over a period of two and a half years he and-his wife-had invested $9,000.00 <br />He cannot cope with his brotherTS problems any more. Joseph Beaune responded <br />that these• were all G. D. lies, and he was going to sue him and all his <br />f------ family. Mrs. Mills, a;neighbor, stated that everything his brother <br />had said was true. She maintained that when.he threw some of his things <br />away, some of the neighbors took some and waited until he was aware.of <br />what he had done and gave them back to him. J. Beaune disputed this, and <br />again threatened to take her to court. Chairman Burk stated that there <br />was no point of going into that. In response to questions, J. Beaune <br />advised that he was working on the inside of the house, he was not living <br />inside the house; he had made a deal-to live outside in a tent and he <br />was camping out for his lungs.and health; and he does not intend to use <br />his house to live in, just work in during the day. One of the-neighbors <br />stated that there were no sanitary facilities in the house. Mr. Beaune <br />responded that he used the facilities in the restaurant-at the corner and <br />he was going to sue her for slander..= Mre Kazak stated that the Board would <br />have to recommend-that he repa,ir the building. Mr. Beaune stated he was <br />working all the time, that he had put in 4 screens and painted them and <br />that was a$500.00 job. He was j ust an average-man, trying to make a <br />better life and a better house; that they had only got him for the <br />garage, the outside was their-business, the inside was his business. He <br />was only living on the outside every night, If (they) want to know, ask <br />him, don't ask no lies or slander.. A neighbor.stated .that she had seen <br />him come out of the house early in the mornings, so she knows he has been <br />there all night. T1r. Beaune stated that he went in in the middle.of the <br />night to have a cigarette or a drink if he cannot sleep. J. Kazak moved <br />to recommend that Mr. Beaune do the repairs on the house and -that the <br />house be vacated and boa•rded up..un.til the repairs are made,_ seconded by <br />J. Konold. Mr. Beaune stated that the repairs cannot be made if the <br />house is vacated and boarded up, it cannot be done,_he has to be able to <br />get in and do the repairs. (the city) has to be reasonable or he would <br />take them to the supreme court. The motion was approved unanimously.
