. , <br />variance for an 8 by 9 foot sign that was 8 foot 3 inches off the ground. At <br />the recommendation of the Board they have reduced the height and face of the <br />sign and have also reduced the rnunber of inserts to five. He pointed out that <br />the only tenants on the sign are those in the back who are not visible from <br />the street because of the configuration of the shopping center. He advised <br />- that they are removing the existing ground sign, but not the other pole sign. <br />Building Commissioner Conway advised that since the sign is 12 foot, 6 inches <br />high, it would be a considered a pole sign under the code. Mr. Leech pointed <br />out that if these were separate buildings they would be allowed to have 3 pole <br />signs since originally these were 3 separate lots. Mr. Conway stated that he <br />would prefer that variances be granted for a ground sign, not for a second <br />pole sign. He further clarified that the 54.6 square foot variance was for the <br />tenants who are on the sign some of whom are at their limit with the wall <br />signage. Ms. Barkhust, a tenant, stated that they have considered moving <br />because customers carulot find their store, and a higher sign is more visible. <br />Mr. Leech explained that they put the sign 6 foot off the ground because it <br />would allow wre visibility for drivers. Mr. Conway adviseel that a location <br />variance would be needed and because this is to be considered a pole sign a <br />variance for 18.74 square foot for one side of the poTe sign. J. HeTon moved <br />to grant a variance for Carter Plaza at 24747 to 24781 Lorain Road for a? 54.6 <br />square foot: variance for total sign area for tenants, a 2 foot,, Ei ineh <br />varianee for height,, an, 18.74: square foot variance for the area;; and? a.,4 foot <br />Yocation? varianee for a ground sign, with the stipuTatiori that the existing <br />ground sign will lieremoved, seconded by B. Request 40 foot side yard varianee on east <br />side and 5.21 foot side yard variance on, west side to construct addition to <br />existing convalescent home. Violation of Ord. 87-93, Seetion 1139.02(b)4-e. <br />ATso request.variance to landbank portion of single two Tane access drive. <br />Violation of Ord. 87-93, Seetion 1161.09(a). Also request special permit to <br />add to non-conforming, building. Special permission required Ord. 87-93, <br />Section 1165.02. Heard by Planning Commission October 23, 1990. <br />Chairman Bugala called all interested parties before the Board. The oath was <br />administered to Mr. Schill, architect, who explained that this variance had <br />been. approved a few years ago, but the addition was never constructed. <br />Originally a variance had been granted for the side yards of the first <br />addition. They now have to reduee the number of people in the room from.3 to <br />2, so in order to be economieally feasible tfiey need to add 2 rooms. Tliere are <br />10 residents now, but there will be 13. Mr. Bugala stated that fie had trouble <br />with landbanking a portion of the drive. They will be widening a portion of <br />the drive, and Mr. Conway advised that they were trying to keep as much green <br />area as possible. Mr. Schill presented a revised site plan showing the <br />landbanked portion. J. Helon moved to grant the variance for North Olmsted <br />Home Care Center at 29794 Lorain Road for the 40 foot side - yard variance on <br />east side and 5e21 foot side yard variance on west side to construct addition <br />to.existing convalescent home; also to grant a variance to landbank a portion <br />of the single two lane access drive as presented in the revised site plan <br />presented this evening; and to grant a special permit to add to a non-- <br />conforming building, seconded by B. Grace, and unanimously approvede <br />Variances and special permit granted. <br />2
